About this file
This is a federal identification compliance notice issued by the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) applicable to contractors accessing federal facilities, including those operated by the Massachusetts National Guard. The document outlines mandatory REAL ID requirements effective May 7, 2025, establishing that federal agencies will only accept state-issued driver's licenses and identification cards that comply with REAL ID security standards, identifiable by a star marking on the upper portion of the card. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are recognized as acceptable alternatives and do not require the star marking. The notice specifies that any individual seeking access to a Massachusetts National Guard facility without compliant identification will be denied entry. The REAL ID Act, originally enacted by Congress in 2005 under H.R. 418, established minimum security standards for license issuance and production, with federal enforcement covering three primary purposes: accessing certain federal facilities, boarding federally regulated commercial aircraft, and entering nuclear power plants.
The compliance requirement applies to all individuals 18 years and older planning to utilize federal facilities or services. The document emphasizes that DHS and TSA are committed to enforcing REAL ID Act provisions beginning May 7, 2025, and directs contractors and other parties to consult the DHS REAL ID FAQ resource for additional information. The Act's prohibitions apply exclusively to the three specified official purposes and do not restrict driver's license use for other unrelated purposes. Additional resources, including examples of compliant REAL ID documents, are referenced in the notice.

ATTENTION CONTRACTORS:
Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).
REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.
Examples of Real ID’s are included at the conclusion of this document
Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.
Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.
The official purposes covered by the Act and regulation are:
• Accessing certain federal facilities;
• Boarding Federally regulated commercial aircraft; and https://www.dhs.gov/real-id/real-id-faqs https://www.congress.gov/bill/109th-congress/house-bill/418
• Entering nuclear power plants.
Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID or another acceptable form of identification.
The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
