About this opportunity

The City of New Haven is requesting bids on flooring replacement at the Floyd Little Athletic Center, 480 Sherman Parkway, under ITB with bids due June 24, 2026 at 3:00 p.m. and a non-mandatory pre-bid meeting on June 9, 2026 at 10:00 a.m. A 25% minority and women-owned small business (MBE/WBE) utilization goal applies; the City also offers local preference to New Haven-based businesses within 15% of the lowest bid, who may accept the lowest bid amount and receive award. Completion of the MBE Utilization Form is mandatory.

The scope includes removal of existing resilient flooring from a large hallway, atrium/lobby, two vestibules, and four two-story stairways; repair of aluminum curtain wall sill plates in vestibules; concrete slab-on-grade moisture mitigation (with shot blasting to achieve concrete surface profile 3, low-expanding closed-cell spray foam application, and 25-year extended warranty from a factory-trained certified applicator); installation of walk-off carpeting in vestibules (10-year warranty on materials and workmanship, with 10% extra material for maintenance), rubber flooring in stairs, and multi-colored patterned rubber flooring in hallways and atrium/lobby. All flooring materials must meet ASTM standards, achieve Class I fire-test ratings, and carry Greenguard Gold and Red-List Free certifications. Adhesives are limited to 60 g/L VOC for rubber floor and 50 g/L for carpet. Contractor must achieve substrate preparation to ASTM F710 standards and allow 48-hour curing before traffic. Contractor must perform temporary partitions, weather-tight construction, coordinate dumpster placement, and protect existing construction elements. A moisture probing report documents relative humidity readings ranging from 70% to 98% across 44 slab locations, with elevated readings in central and eastern portions, informing mitigation scope.

The contract term is one year unless otherwise specified, with renewal options at the City's sole discretion. Contractors must submit a bid bond equal to 5% of total bid amount for bids exceeding $100,000 (electronic bonding via Surety 2000 or Tinubu Surety preferred). Connecticut prevailing wage rates apply; for contracts exceeding $25,000 annually, the City of New Haven Living Wage Ordinance also applies. Projects valued at $500,000 or more require apprentice hiring with a minimum of 15% of workforce in apprenticeships, with 50% of apprentices in first-year training. General liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, auto liability, workers' compensation, and excess/umbrella coverage are required before award. Questions are due June 18, 2026 at 3:00 p.m. Award is made to the lowest responsible bidder. The City reserves the right to reject all bids, cancel the project, or award to multiple contractors.
