About this opportunity
The Florida Department of Commerce is requesting sealed bids from qualified graphic design firms for development and publication of the Florida Military Benefits Guide, with bids due August 6, 2026 at 2:30 PM and technical questions due July 14, 2026 at 2:00 PM.
The scope requires comprehensive review and updating of guide contents for statutory, regulatory, programmatic, and contact accuracy; professional graphic design, layout, and formatting; and publication in print, web, and mobile-optimized formats. The primary deliverable is 6,000 bound copies (approximately 5 inches by 8 inches) to be mailed and delivered to 12 Florida military installations and Commerce within 120 calendar days of contract execution. The guide must comply with the Department's brand guidelines and publication standards.
The contract is structured as fixed-price with separate pricing for Year One (2026–2027) and Year Two (2027–2028), plus optional renewal pricing for Years 2028–2029 and 2029–2030. The anticipated contract period runs August 2026 through July 2028. All costs must include labor, materials, graphic design, printing, mailing, and delivery. The contractor assumes responsibilities within 30 days of contract execution.
Liquidated damages of $375.00 per business day apply for failure to meet the 120-day content-review deadline; additional damages of $250.00 per calendar day may be assessed for up to 60 days if termination for cause occurs. Bids are firm for 180 days after submission. Bidders must submit three client references for similar work completed within the past three years and provide documentation of drug-free workplace certification, debarment status, and conflict of interest disclosure. All intellectual property rights, including copyright, become the exclusive property of Commerce upon creation. The contractor must remit a one percent transaction fee to the State through MyFloridaMarketPlace and comply with E-Verify employment verification and Florida public records disclosure requirements.
