About this file
This Addendum No. 2 is a Questions and Answers document issued by the Florida Department of Commerce on August 3, 2026, clarifying requirements for Invitation to Bid No. 26-ITB-004-KP for the Florida Military Benefits Guide. The solicitation requests sealed bids from qualified graphic design firms for development and publication of the Florida Military Benefits Guide, with the response opening scheduled for August 13, 2026 at 3:00 PM. The scope of work encompasses comprehensive content review and legislative research, professional graphic design and layout, and publication in print, web, and mobile-optimized formats. The primary deliverable consists of 6,000 bound copies (approximately 5 inches by 8 inches, with a required finished folded size of 8.5 inches by 11 inches or 11 inches by 16 inches open) to be mailed and delivered to Florida military installations and the Commerce Tallahassee office within 120 calendar days of contract execution. The contractor must provide a printed proof for approval before full production. The contract structure includes Year One (2026-2027) and Year Two (2027-2028) pricing, with optional renewal years for 2028-2029 and 2029-2030, with each year requiring a full content review, design update, 6,000-copy print run, and mailing/delivery cycle. The guide must comply with the Department's brand guidelines, contain approximately 50-60 pages in full color, be printed on both sides with a semi-gloss cover finish on thicker stock than interior pages, and include a 0.125-inch bleed requirement.
Bidders must base fixed pricing strictly on the draft mailing list provided in Exhibit B (totaling 6,000 copies) and include all labor, materials, graphic design, printing, packing, freight, postage, and delivery costs. The bid price must cover two rounds of content, editorial, design, and production revisions, with a three-week anticipated turnaround time for Department review and approval. Liquidated damages of $375 per business day apply for failure to meet the 120-calendar-day completion deadline per deliverable. The completion timeframe for Year One commences upon contract execution, while Year Two and any renewal years commence upon the start date of the respective contract year or receipt of a written Notice to Proceed. If destination quantities or addresses are modified post-award, any adjustments to postage or freight costs will be handled through formal contract amendment. The contractor is responsible only for researching, editing, and identifying potential legislative updates for final validation and approval by Commerce or Commerce legal counsel; formal legal review by a licensed attorney is not required. The contractor must provide all editable source files (Adobe InDesign, Illustrator, Photoshop, etc.) upon project completion and ensure all products comply with current state and federal digital accessibility requirements, including Section 508 and WCAG compliance. The Department will pay invoices upon completion of each individual deliverable and will provide the final verified mailing list and current 2024-2025 Florida Military Benefits Guide for bidder evaluation.
