About this opportunity
The City of Fountain, Colorado, is issuing a Request for Proposals (RFP) for a Flooring Multiple Award Task Order Contract (MATOC) in support of the General Facilities and Construction (GFC) Inter-Governmental Service Agreement (IGSA) with Fort Carson Army Post. The procurement seeks multiple firms to perform specialized flooring services through task orders ranging from $1,000 to $1,000,000, covering a broad range of flooring disciplines including ceramic tile, wood, vinyl composition, carpeting, and miscellaneous flooring coverings. Contractors must demonstrate technical capability, relevant experience, and the ability to manage multiple small projects concurrently across administrative offices, visitor centers, storage facilities, maintenance buildings, and dormitories. The evaluation criteria will focus on technical capability, past performance, and management approach, with non-price factors weighted more heavily than price. Proposals are due by 2:00 PM on September 17, 2025, with an anticipated contract relationship spanning up to 10 years or longer. Key requirements include a mandatory provision that the prime contractor perform at least 50 percent of services using its own employees or similarly situated subcontractors, and contractors must have a minimum bonding capacity of $50,000 per task order and $2,000,000 in aggregate.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must submit comprehensive documentation, including a site-specific accident prevention plan within 10 days of contract award, detailed safety protocols, and past performance questionnaires. The contract will require strict compliance with OSHA regulations, federal, state, and local public health guidelines, and Department of Defense standards. While no incumbent vendors are specifically identified, the contract allows for up to three indefinite-delivery, indefinite-quantity (IDIQ) contracts to be awarded based on best value. Pricing structure includes binding direct labor rates with maximum ceiling rates for various labor disciplines, and contractors must provide overhead, general and administrative (G&A) percentages, and profit margins for different project value ranges. The City of Fountain reserves the right to award multiple contracts or a single contract, with task orders to be issued and administered by the Strategic Partnerships Department through the City of Fountain IGSA Manager.
