About this opportunity

The West Virginia Purchasing Division, on behalf of the West Virginia Veterans Home in Barboursville, Cabell County, is soliciting quotes for the purchase and installation of vinyl plank flooring throughout the administration building and three elevators under Agency Request for Quote (ARFQ) 0618 BVH2600000006, Addendum 1. The scope of work includes removal of existing carpeting, floor preparation, installation of approximately 4,447.75 square feet of wood-look, waterproof vinyl plank flooring (with approximately 2,474.95 square feet to be purchased as the facility has approximately 1,972.8 square feet on site), installation of four-inch vinyl/rubber cove base, installation of floor transition strips, furniture moving assistance, and daily cleanup and debris disposal. The flooring must match the existing on-site flooring (Colorado Acorn Rustic Oak, color 417705, Next Floor Brand) or be approved as similar by the Project Manager, and must be durable to heavy traffic and multiple daily cleanings with easily replaceable components. Qualified vendors must hold a valid West Virginia Contractors License, possess at least three years of experience in vinyl plank flooring installation, demonstrate completion of at least three similar projects, and maintain full insurance coverage including Commercial General Liability Insurance of at least $1,000,000 per occurrence and Automobile Liability Insurance of at least $50,000 per occurrence. The project must be completed and ready for inspection no later than forty days after receipt of written notice to proceed, with work hours Monday through Friday, 7:30 AM to 4:00 PM EST, excluding state holidays. A mandatory pre-bid meeting is scheduled for May 20, 2026 at 1:30 PM, with technical questions due by 10:00 AM on May 20, 2026, and sealed bids due by 10:00 AM on May 26, 2026. Bids may be submitted electronically through wvOASIS, in paper form, or by facsimile to the Department of Administration, Purchasing Division at 2019 Washington Street, East Charleston, WV 25305 (fax: 304-558-3970). The contract will be awarded to the lowest qualified responsible bidder, with final acceptance contingent upon successful final inspection and completion of all project closeout requirements. Vendors are responsible for all permits, licenses, travel costs, and mileage, and must submit a bid bond equal to five percent of the total bid amount with their bid, along with performance and labor/material payment bonds each equal to 100 percent of the contract value prior to contract award.

No set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is provided in the solicitation documents. The procurement contains no mention of preferences for specific organization types, minority-owned enterprises, or other protected classifications. There is no indication of existing contractor relationships or current vendor incumbents that require transition or coordination. The solicitation requires bidders to be registered with the West Virginia Secretary of State and in good standing with all state and local obligations, and vendors must comply with Davis-Bacon and Related Act wage rates as the work is federally funded in whole or in part, along with West Virginia Code provisions regarding drug-free workplace policies and domestic product preferences for steel and aluminum. The contract is classified as a fixed-period contract for sixty days with potential renewals subject to mutual written consent of the agency and vendor with approval from the Purchasing Division and Attorney General's office. Payment will be made via invoices submitted at 50 percent completion and upon final inspection completion and work acceptance, with vendors required to provide a 3 percent attic stock of leftover materials and submit warranties for all products. The solicitation documents do not specify an explicit budget range or award value for this procurement.
