The City of Covington is soliciting sealed bids for the Flat Shoals Road Sidewalk Project (Project No. 2026-04), a construction project focused on pedestrian and roadway improvements. Bids must be submitted by 10:00 a.m. on Tuesday, March 24, 2026, at Covington City Hall (2194 Emory Street NW, Covington, GA 30014), with public opening and reading of bids occurring at 10:15 a.m. at 2116 Stallings Street NW. The project scope encompasses construction of new 4-inch concrete sidewalks, installation of GDOT Standard detectable warning panels at pedestrian crossings, replacement of concrete driveways for ADA compliance, new curb and gutter installation, a 10-inch graded aggregate base, and recycled asphalt pavement placement in multiple lifts. The project completion timeline is 120 consecutive calendar days from the Notice to Proceed. A non-mandatory pre-bid conference is scheduled for Tuesday, March 10, 2026, at 10:00 a.m. at Covington City Hall. Contract documents, including Instructions to Bidders, Bid Forms, Contract Agreement, Drawings, Specifications, and bonding forms, are available for a non-refundable $200 fee from GWES (3130 Main Street, Mansfield, GA 30055; 706-765-8767; william.jones@gwesllc.com). Each bid must be accompanied by a Bid Bond or certified cashier's check equal to 10% of the base bid, executed by a surety company licensed in Georgia with an "A" minimum rating and financial strength of at least five times the contract price.

Bidders must possess a valid Georgia Utility Contractor License Number, which must be affixed to the outside of the bid envelope; bids lacking this designation will not be opened. Contractors are required to supply E-Verify documentation with their bid submission to be deemed responsive. Following the bid closure deadline, no bid may be withdrawn for a period of 60 days. The Owner reserves the right to reject any or all bids and to re-advertise the project. The contractor must ensure that all necessary Federal, State, and local permits are issued prior to the Notice to Proceed, while the Owner is responsible for acquiring all necessary easements and rights-of-way for permanent installations. No specific budget range, award value, or set-aside designations for disadvantaged enterprises are identified in the procurement documents.
