About this opportunity
The Alliance for Innovation (AFI), serving as the lead contracting agency in collaboration with Edge Public as the cooperative remarketing partner, is soliciting proposals from qualified vendors to supply flags, flagpoles, and related accessories to participating public agencies nationwide. This cooperative procurement encompasses six workstreams: National & Government Specification Flags, State Flags, Municipal/County/Local Government Flags, Custom Flags & Banners, Flagpoles, and Flagpole Accessories & Hardware. All products must be manufactured in the United States using domestically sourced materials, with flagpoles constructed from aluminum (Alloy 6063-T6) or steel (ASTM A53 with hot-dip galvanized coating) engineered to withstand wind loads per ASCE 7, and flags manufactured from nylon, polyester, or cotton with UV-resistant, colorfast dyes conforming to official U.S. flag proportions per Executive Order 10834. Vendors must submit shop drawings, engineering calculations certified by licensed professional engineers, product data sheets, warranty documentation, and complete U.S. Flag Manufacturing Certifications attesting that all flags and components are 100% manufactured domestically. Award will be based on technical compliance, total cost (materials, labor, and delivery), proposed timeline and availability, and service support capability and geographic coverage, with all components carrying a minimum one-year warranty. Key deadlines include a pre-proposal conference on April 13, 2026, at 2:00 p.m. CT (optional and virtual), written questions due by April 15, 2026, at 5:00 p.m. CT via the Indigo Procurement Portal with responses targeted for April 17, 2026, proposals due May 11, 2026, by 5:00 p.m. CT, and an award target date of June 1, 2026.
There are no identified set-asides for disadvantaged enterprises in this solicitation; however, all vendors must comply with extensive federal compliance requirements including debarment and suspension certifications, Equal Employment Opportunity provisions, Davis-Bacon Act wage requirements, Buy American Act compliance, and Byrd Anti-Lobbying Amendment requirements for bids exceeding $100,000. Additionally, vendors intending to do business in New Jersey must submit eight mandatory compliance documents including Ownership Disclosure Forms, Non-Collusion Affidavits, Affirmative Action Affidavits, Political Contribution Disclosure Forms, Stockholder Disclosure Certifications, and proof of New Jersey Business Registration. Vendors must maintain minimum insurance coverage including Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, along with automobile liability, workers' compensation, and product liability insurance. The resulting Master Agreement will be for an initial five-year term commencing July 1, 2026, through June 30, 2031, with an optional two-year renewal period, and pricing shall be established as a percentage discount off the offeror's published catalog or price list with discounts required to be equal to or better than those offered to other cooperative programs with equal or lower estimated volume. AFI projects the contract value to exceed $5 million, with estimated annual procurement volume exceeding that amount based on current purchasing patterns of AFI member locations, and all contract sales are subject to a 3 percent administrative fee payable to Edge Public, with suppliers required to submit monthly accounting reports by the 10th day of the following month.
