The solicitation encompasses six workstreams: National & Government Specification Flags, State Flags, Municipal/County/Local Government Flags, Custom Flags & Banners, Flagpoles, and Flagpole Accessories & Hardware. All products must be manufactured in the United States using domestically sourced materials to the greatest extent practicable. A pre-proposal conference is scheduled for April 13, 2026, at 2:00 p.m. CT (optional and virtual). Written questions must be submitted via the Indigo Procurement Portal by April 15, 2026, at 5:00 p.m. CT, with responses targeted for April 17, 2026. Proposals are due May 11, 2026, by 5:00 p.m. CT, with an award target date of June 1, 2026. The resulting Master Agreement will be for an initial term of five years with an option to renew for two additional years. Multiple awards are anticipated across workstreams to achieve competitive pricing and broad product availability.
Pricing will be established as a percentage discount off the Offeror's published catalog or price list, with discounts required to be equal to or better than those offered to other cooperative programs with equal or lower estimated volume. AFI projects the contract value to exceed $5 million, with estimated annual procurement volume exceeding that amount based on current purchasing patterns of AFI member locations and targeted marketing to local governments nationwide. Suppliers must maintain minimum insurance coverage including Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, along with automobile liability, workers' compensation, and product liability insurance. An administrative fee of 3 percent applies to all contract sales, calculated as a percentage of total purchase amounts excluding taxes, refunds, and returns. Suppliers must submit electronic accounting reports monthly, due by the 10th day of the following month. AFI reserves the right to reject any or all proposals, award contracts in whole or in part, and terminate the agreement for convenience with thirty days' written notice or immediately for cause, including material breach or failure to maintain the domestic manufacturing requirement.
