About this opportunity

Broward County, Florida is procuring fire alarm system upgrades for nine library locations through a fixed-price invitation to bid solicitation posted on April 28, 2026, with responses due by May 18, 2026. The scope of work encompasses the assessment, design, permitting, installation, testing, and commissioning of new fire alarm systems to replace existing equipment at Deerfield Beach Percy White Branch Library, Margate Catherine Young Branch Library, Miramar Branch Library and Education Center, Sunrise Dan Pearl Library, Weston Branch Library, Fort Lauderdale Reading Center Library, West Regional Library, Southwest Regional Library, and African American Research Library & Cultural Center. The deliverables include new control panels (with Honeywell Notifier or approved equivalent preferred), detection devices, manual pull stations, notification appliances, building management system integration, removal of existing equipment, permits, installation documentation, and commissioning. Vendors must complete all work within 90 calendar days of purchase order receipt, working only between 8:00 a.m. and 4:00 p.m. Monday through Friday, and are responsible for all permits, waste removal, and property damage repair with costs included in their bid prices. Required qualifications include holding either a State of Florida Certified Alarm System Contractor license or a Broward County Alarm System Contractor license registered with the State, providing a 100 percent performance and payment bond, maintaining specified insurance coverage including General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Auto Liability ($500,000 combined), and Excess Liability ($2,000,000), and submitting responses electronically through BPRO with receipt confirmation. Vendors must also submit an Anti-Human Trafficking Affidavit, Litigation History disclosure, Vendor Questionnaire, Location Certification, insurance documentation, subcontractor/supplier listings, and responses to all mandatory requirements within the specified timeframes or risk being deemed nonresponsive. The County will make award to the lowest responsive, responsible bidder on a total bid price basis, though it reserves the right to award on a group or item-by-item basis if deemed in its best interest.

This solicitation is designated as a County Business Enterprise (CBE) Reserve opportunity, permitting both CBE-certified and non-CBE firms to respond. However, CBE firms with the lowest responsive and responsible bid are presumptively awarded if their bid does not exceed the lowest non-CBE bid by more than ten percent; if a CBE is awarded, it must ensure that at least eighty-five percent of services are performed by CBE firms through self-performance or subcontracting with other CBE entities. If no eligible CBE wins the award, any contract awarded to a non-CBE vendor must include a minimum twenty-five percent CBE participation goal, with vendors subject to liquidated damages equal to fifty percent of non-achievement amounts (capped at ten percent of total contract value) for failure to meet commitments. Vendors must comply with all Office of Economic and Small Business Development requirements and provide detailed Letters of Intent for each CBE subcontractor or supplier, with monthly utilization reports required throughout the contract term. Vendors must also comply with local business preference provisions under Broward County Code of Ordinances Section 1-74 et seq. if seeking local business consideration, and must adhere to the County's Cone of Silence Ordinance restricting communications regarding the solicitation from advertisement through award or rejection. No specific budget or award value is disclosed in the solicitation documents, and all responses must be submitted electronically through BPRO by the May 18, 2026 deadline, with the County providing a designated question period for vendors to seek clarification on solicitation requirements.
