About this file

This is a Specifications and Requirements document for fire alarm system upgrades managed by Broward County's Facilities Management Division (FMD) across nine library locations in Florida. The project encompasses assessment, permit/shop drawing development, installation, testing, and commissioning of new fire alarm systems to replace existing outdated equipment in compliance with current fire safety codes and NFPA 25 standards. The nine library locations include Deerfield Beach Percy White Branch Library, Margate Catherine Young Branch Library, Miramar Branch Library and Education Center, Sunrise Dan Pearl Library, Weston Branch Library, Fort Lauderdale Reading Center Library, West Regional Library, Southwest Regional Library, and African American Research Library & Cultural Center. The scope includes installation of new control panels (with Honeywell Notifier or approved equivalent as preferred), detection devices, manual pull stations, notification appliances, and integration with existing building management systems. Exhibit A details existing equipment at each location, including specific quantities of initiating devices (manual stations, photo detectors, duct detectors, water flow switches, and heat detectors ranging from 1 to 95 units per location), notification devices (strobes, horns, speakers, and chimes totaling between 7 and 66 units per site), and individual power supplies. Delivery and installation must be completed within 90 calendar days of purchase order receipt, conducted between 8:00 a.m. and 4:00 p.m. Monday through Friday, with no after-hours, weekend, or holiday work permitted without written County authorization.

The vendor is responsible for all aspects of the project including removal of existing equipment, obtaining required permits with all permit costs included in vendor pricing, installation, testing, commissioning, daily waste removal, property damage repair, and delivery coordination with County staff. The vendor must provide manufacturer's warranty information listing Broward County as the original purchaser upon final commission and submit a detailed cost breakdown for each installation. All vendors must comply with applicable federal, state, and local laws and regulations, maintain County business enterprise (CBE) certification if applicable, and meet County and state licensing and bonding requirements. Responses must be submitted electronically through BPRO by the specified closing date and time, with the County providing designated timeframes for vendor questions and clarifications regarding solicitation requirements.
