The County operates 22 active funds, has used Caseware for financial reporting over 10 years, and employs Tyler Enterprise Software (Munis) as the general ledger and operating budget platform. Proposed solutions must be fully implemented and in Go-Live status; beta or trial solutions are not acceptable. Solutions must support 10 power users and approximately 20 secondary users.
Core requirements include GASB and FDTA compliance, account grouping, global document changes, multi-year data storage, WCAG 2.1 Level AA accessibility compliance, and SOC2 or ISO 27001 security standards. Preferred qualifications include cloud-based capabilities, multi-factor authentication, integration with Munis, GFOA compliance checklists, and cooperative purchase agreement availability. Proposers must demonstrate at least one year of verifiable experience with the proposed solution, preferably in a Wisconsin County, and must maintain Professional Liability/Technology Errors and Omissions insurance of at least $1 million per occurrence and $2 million aggregate, plus cyber liability insurance with $5 million per occurrence limits. Proposers must be licensed and incorporated to do business in Wisconsin, hold a valid UEI number, and be free of debarment or suspension status.
Estimated pricing will be requested with initial proposals but not scored in Phase 1. Detailed pricing will be requested during the demonstration phase for final evaluation. Demonstrations are tentatively scheduled for August 10, 12, 13, and 14, 2026, with contract award anticipated in September 2026 and contract commencement on or about October 1, 2026.
