About this file

This is a Request for Proposal (RFP) issued by Walworth County, Wisconsin for the procurement of financial reporting and budgeting software solutions for the County Finance Department. Walworth County seeks software solutions for four categories: financial reporting (including Annual Comprehensive Financial Report production), operating budget reporting and budget book production, capital budget production (supporting a 10-year Capital Improvement Plan), and strategic plan production. The County currently operates 22 active funds and has used Caseware for financial reporting for over 10 years; Tyler Enterprise Software (Munis) serves as the general ledger and operating budget software. The RFP was issued on May 21, 2026, with written questions due by June 10, 2026 at 10:00 a.m. and responses due by June 19, 2026 at 10:00 a.m. Demonstrations are tentatively scheduled for mid-August 2026 (August 10, 12, 13, and 14), with contract award anticipated in September 2026. The contract term will commence on or about October 1, 2026, with the full term to be negotiated with the awarded proposer(s). The County expects to complete its 2026 Annual Comprehensive Financial Report using the new software solution, indicating critical implementation timing.

Proposers must submit detailed responses through the Euna Solutions portal addressing required specifications (core functionality, GASB and FDTA compliance, account grouping, global document changes), preferred specifications (templates, GFOA compliance checklists, workflow capabilities), and general technical requirements (multi-year data storage, security and authentication measures, WCAG 2.1 Level AA accessibility compliance, SOC2 or ISO 27001 standards). The County requires 10 power users and approximately 20 secondary users across proposed solutions. Estimated pricing will be requested with initial proposals but not scored; detailed pricing will be requested during the demonstration phase and used in final evaluation. The RFP emphasizes flexibility in licensing structure and implementation options, from train-the-trainer approaches to full vendor conversion services. Proposers must demonstrate at least one year of verifiable experience with the proposed solution, with Wisconsin installations preferred, and must maintain Professional Liability/Technology Errors and Omissions insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, plus cyber liability insurance with limits of $5,000,000 per occurrence across multiple coverage categories. The County reserves the right to award a single solution provider for all categories or multiple proposers for different categories based on overall value and technical capability demonstrations.

II. INVITATION / BACKGROUND

Walworth County is accepting electronic responses for a software solution (or solutions) to support and enhance department processes for each of the following categories: financial reporting, operating budget reporting, capital budget production, and strategic plan production, for the Walworth County Finance Department, hereinafter referred to as the “County”, in accordance with the specifications stated and/or attached herein/hereto. The successful proposer will hereinafter be referred to as the “Proposer” or “Contractor”.

To give Proposers an idea of the size of the County, currently we have 22 active funds, and they are listed in the chart below, along with some financial data to give context to what Proposers would be working with.

Caseware is the incumbent software and has been used by the County for over 10+ years.

Due to new Governmental Accounting Standards Board (GASB) standards for the financial reporting module and pending Financial Data Transparency Act of 2022 (FDTA) regulations, our current templates in this software will require a full re-implementation. With this level of effort, the County is interested in discovering what software solution or solutions are best for our current needs.
