About this file

This is a questionnaire attachment for a Solicitation for Proposals (SS-RFP) issued by Walworth County, Wisconsin, for Financial Reporting & Budgeting Software solutions. The County seeks to procure software to support department processes in four categories: financial reporting, operating budget reporting, capital budget production, and strategic plan production for the County Finance Department. The County may award to a single proposer providing all solutions or to multiple proposers for individual categories. Proposers must complete Parts 1, 2, and 3 of the questionnaire, with Part 4 applicable only to the solution categories they propose. The questionnaire requires responses addressing company background, qualifications, proposed solutions, general and technical requirements, and category-specific functionality and implementation details. Only proposers responding to this SS-RFP will be invited to participate in the demonstration phase.

Pricing information must include estimated implementation costs covering training, setup, and first-year maintenance or user license fees, along with annual maintenance costs thereafter, with explanations of assumptions. Proposers must demonstrate experience with government agencies of comparable size and complexity, knowledge of Government Accounting Standards Board (GASB) pronouncements and best practices, and preferably current implementation in a Wisconsin County. Required qualifications include proof of being licensed and incorporated to do business in Wisconsin, valid Unique Entity Identifier (UEI) numbers, absence of debarment or suspension status, and disclosure of any conflicts of interest. Proposed solutions must be fully implemented, tested, and in Go-Live status; beta or trial solutions are not acceptable. The questionnaire addresses both required and preferred specifications, including cloud-based capabilities, cooperative purchase agreement availability, cybersecurity certifications, multi-factor authentication, and integration with Munis financial software.

ATTACHMENT A

Questionnaire #25-131 Financial Reporting & Budgeting Software The County has issued this structured questionnaire to collect consistent and comparable responses from all Proposers. The questionnaire is intended to help the County gain a clear understanding of the solutions proposed for any of the four (4) types of software solutions being sought: Financial Reporting Software, Budget Reporting Software, Capital Budget Production, or Strategic Plan Production.

To ensure complete and accurate evaluation, Proposers must follow the instructions in this questionnaire as well as the requirements outlined in Section X. Proposal Content and Submission of the SS-RFP.

Proposers are required to complete Parts 1, 2, and 3 of this questionnaire. Part 4 must be completed only for the solution categories included in the Proposer’s submission. As a reminder, the County is seeking the best solution for each area individually; therefore, Proposers are not required to provide information for all four solution areas.

All questions and requirements must be answered in full. Incomplete responses may be deemed unresponsive and may result in elimination from further evaluation.

Supporting attachments may be included and must be provided in accordance with the instructions outlined in Section X. Proposal Content and Submission.
