About this opportunity
The City of Mableton, Georgia is soliciting sealed proposals for a comprehensive Financial Enterprise Resource Planning (ERP) software solution through RFP 26-02. The procurement requires a fully integrated system encompassing Financial Management (general ledger, accounts payable/receivable, budgeting, project accounting, bank reconciliation, and fixed assets), Human Resources and Payroll, Property Tax billing and collections, Business Licensing, Community Development (including optional Code Enforcement), Procurement, and an Online Citizen Service Portal. The solution must be scalable to support the City's approximately 35-60 full-time employees with 5-20 transactional users at go-live, serve an 80,000-85,000 resident population through the citizen portal, and manage approximately 40,000 property parcels. Required deliverables include system implementation services, configuration, data migration of two fiscal years of historical data plus current operations across financial transactions and vendor records, comprehensive user training, User Acceptance Testing, formal post-migration reconciliation with written sign-off prior to go-live, and ongoing support. Proposers must demonstrate proven experience delivering ERP implementations for local government or public-sector entities with emphasis on financial controls, regulatory compliance, and public accountability. All technical support personnel, including help desk and Tier 3 engineering staff, must be based within the Continental United States, with all backup, disaster recovery, and archival data remaining exclusively within CONUS. The system must deploy within Azure Government Community Cloud (GCC) and maintain system availability SLAs requiring major issue resolution within 24 hours and minor issue resolution within 48 hours, with citizen portal issues requiring 4-hour resolution for major impacts. Proposals must include itemized pricing for all one-time and recurring costs over five years, with pricing valid for at least 120 days, and providers must supply a minimum of five qualified references with at least three from comparable public-sector municipal clients, preferably with Georgia municipal experience. Questions were due February 6, 2026, by 3:30 PM EST, with addenda issued by February 13, 2026; proposals must be submitted electronically by March 2, 2026, at 3:30 PM EST to the City of Mableton Purchasing Division, with evaluation scheduled for March 31, 2026, at 12:00 noon EST and consultant selection by March 20, 2026. Evaluation criteria are weighted as follows: Technical Capability & System Functionality (30%), Public Sector Qualifications and Experience (15%), Security, Compliance & Risk Controls (15%), Approach & Methodology (10%), Implementation Plan and Training (10%), Local Government Support and Capacity (10%), and Cost & Value (10%).
The RFP contains no published set-aside designations or restrictions limiting organizational types eligible to respond, and disadvantaged business enterprise qualifications are not specified in the available solicitation documents. The City currently operates on a Google/SaaS platform and does not maintain a Microsoft Enterprise Agreement, allowing vendors flexibility in licensing cost structures. Integration with existing systems is mandatory, including BS&A Software (current financial system), PayCom (payroll/HR), Laserfiche (document management), Justice One (court systems), ESRI ArcGIS for geospatial capabilities, and banking/payment processors; proposers may offer phased implementation approaches or best-of-breed integrated solutions provided the prime contractor assumes full responsibility for all integration, implementation, and ongoing support. Nine vendors submitted proposals by the March 2, 2026 deadline: OpenGov.com, Sproutly ERP, Technology Alliance Solutions Inc., Tyler Technologies, S2 Integrators, Nagarro & SAP, i3Verticals, BS&A Software, and Aclarian, among others identified in the submission tracking documents. No specific award value, budget range, or contract term duration is published in the available solicitation materials; however, the RFP indicates that the contract may be renewed for four additional twelve-month terms following the initial term, and all final award decisions are subject to approval by the Mayor and City Council. No incumbent vendor is identified in the procured documents, indicating this represents a new ERP implementation for the municipality.
