About this file
Addendum II Summary: RFP 26-02 Financial ERP Software
This is an addendum document issued by the City of Mableton for RFP 26-02 regarding Financial ERP Software. Addendum II formally responds to vendor questions and provides clarifications to the original solicitation. The City is seeking a comprehensive, fully integrated Enterprise Resource Planning (ERP) solution that must include Financial Management (General Ledger, Accounts Payable/Receivable), Human Resources and Payroll, Property Tax billing and collections, Business License management, Code Enforcement, Procurement, Budgeting, and an Online Citizen Service Portal. The solution must integrate with existing systems including BS&A Software, PayCom, Laserfiche document management, banks and payment processors, and ESRI ArcGIS for geospatial capabilities. The City manages approximately 40,000 property parcels and serves a population of 80,000-85,000 residents. Proposers must include all mandatory modules in their base proposal; financials-only proposals or those excluding required functional areas will not meet minimum scope requirements. The City indicated it does not prescribe fixed user quantities and will not provide internal operational metrics, directing proposers to assume a growing municipality and recommend scalable solutions based on comparable Georgia cities. Questions submitted by February 3, 2026, were ineligible for extension, and the City will not honor requests to extend proposal submission deadlines.
The City currently operates a SaaS environment utilizing Google platforms and does not maintain existing Microsoft licensing agreements. All technical support personnel, including help desk and Tier 3 engineering staff, must be based within the Continental United States (CONUS), with all backup data, disaster recovery environments, and archival storage remaining exclusively within CONUS. The City requires deployment capability within Azure Government Community Cloud (GCC) and mandates formal post-migration reconciliation with written City sign-off prior to go-live. System availability SLAs require resolution of major issues within 24 hours and minor issues within 48 hours; citizen portal performance issues must be resolved within 4 hours for major impact. Historical data migration must cover a minimum of 2 years plus current operations, with detailed data conversion methodology and reconciliation procedures required in proposals. Optional modules such as Code Enforcement must be priced separately from primary cost-of-trade estimates. References must include a minimum of five qualified references, with at least three from public-sector municipal clients of comparable size, with Georgia municipal experience preferred. The City reserves the right to evaluate alternative or optional phased implementation approaches separately and accepts best-of-breed integrated solutions provided the prime contractor assumes full responsibility for integration, implementation, and ongoing support.

Response:
The City currently anticipates estimated:
− 5-20 full transactional users (Finance, HR/Payroll, Procurement, Department Administrators).
− 15–20 limited or departmental users (budget review, requisition entry, approvals).
− 10–15 read-only or reporting users.
The City is a growing municipality and anticipates moderate staffing growth over the next 3–5 years.
Proposers should provide scalable pricing structures and clearly identify licensing tiers, user classifications, and growth flexibility within their proposals.
The City reserves the right to adjust user counts based on operational needs.

4. The Groove The City provides the following response to a vendor question received regarding RFP 26-02 – Financial ERP Software. This response is issued for clarification purposes and shall be incorporated into the official addendum. Unless expressly modified herein, all terms, conditions, requirements, and deadlines of the original solicitation remain unchanged.
1.
On Page 13 under Section V: Deliverables, letter C, Human Resources and Payroll are mentioned for software configuration and implementation. To confirm, is HR and Payroll in scope or out of scope for this
RFP?
If HR and Payroll are not included, would Mableton entertain a Financials-only bid (no Property Tax or Community Development)?
Response:
Human Resources and Payroll are in scope for RFP 26-02 as identified in Section V – Deliverables. Proposers shall include HR and Payroll software configuration, implementation, and integration within their base proposal.
The City is seeking a comprehensive, fully integrated ERP solution. Financials only proposals that exclude required functional areas, including HR/Payroll, Property Tax, or Community Development modules as specified in the RFP, will not meet the minimum scope requirements.
Proposers may identify phased implementation approaches if desired; however, the full functional scope outlined in the RFP must be addressed within the proposal.
5. Harris ERP Questions:
1. Will you accept an electronic version of the Proposal emailed to the city and if not, how many printed copies of the RFP to you want sent to the City?
Yes
2. Will you accept proposals from vendors that do not provide all the modules requested in the RFP, specifically property tax? Unfortunately, no
3. Are there additional functional requirements for the modules within the RFP, for example questions asking specific functionality questions for Accounts Payable? No
4. How many users do you have for General Ledger, Accounts Payable, Purchasing? Estimated 6
5. How many users do you have for Business License and Code Enforcement? Estimated 10
6. How many citizens do you anticipate using the Citizen Service Portal? There are an estimated
82,000 residents in Mableton. Don’t not have a concrete number.

10 | Page
Management, but on Section IV Scope of Work (page 9-10) those modules are not listed, should they be included in the proposal and pricing? Yes If so, how many users do you have for Human Resources and Payroll and how many employees do you have? 4/5
8. Might the City might consider Personal Property Tax billing & collections at a later time? Currently, the City doesn't receive Personal Property Tax
1. System Users – Functional Areas
The City is a newly incorporated municipality operating with a lean organizational structure and cross-functional staff access. The following estimates are provided for proposal development purposes and may adjust over the contract term. These are not concrete numbers.
Property Tax Functions − Estimated 2–4 full users (Finance / Revenue) − 2–3 inquiry/read-only users (Management, Administration) − Growth projection: Moderate increase within 3–5 years as in-house operations expand
Business License Functions − Estimated 3–5 full users (Finance, Community Development) − 2–4 limited/read-only users − Growth projection: Moderate, aligned with commercial development growth
Code Enforcement Functions − Estimated 4–6 operational users − 2–3 supervisory/reporting users − Anticipated growth dependent upon development and annexation activity
IT Support / Application Administrators − 1–2 IT administrators (system-level access) − 1–2 functional administrators (Finance/ERP oversight) − Role-based security is required with configurable permissions
All users must be license-flexible and scalable under the proposed solution.
2. Data Conversion Requirements The City requires a comprehensive data migration strategy. Proposers should assume the following:
Property Tax & Business License Data
− Current data sources include county-provided files and internally maintained financial records − Database formats may include SQL-based systems, Excel files, CSV flat files, and/or third-party hosted platforms − Historical conversion expectation:
o Minimum 3–5 years transactional history o Open balances and active accounts required o Prior year summary balances sufficient beyond detailed transactional conversion
− All converted data must reconcile to audited financial statements − Year-end balancing must support prior reporting periods and CAFR-level accuracy
Proposers should clearly define:
− Conversion methodology − Validation procedures − Reconciliation approach − Assumptions regarding data cleansing
3. Assessment Roll & Cobb County Files
11 | Page
The City receives property digest and assessment roll data from Cobb County.
Files typically include:
− Parcel ID − Owner information − Assessed value − Taxable value − Exemptions − Property classification − Millage rate data − Appeal status (when applicable)
File formats are generally structured data files (CSV or similar structured exports).
A representative layout of the assessment roll and related import files will be provided during implementation to the selected vendor. Proposers should assume standard Georgia municipal digest structure.
4. ESRI ArcGIS Integration Requirements
The City requires the ERP system to integrate with ESRI ArcGIS both on-premises and online environments.
Expected capabilities include:
Property Tax
− Parcel mapping visualization − GIS-based property lookup − Integration of parcel data with tax records
Business License
− Business location mapping − Zoning overlays − Geospatial compliance validation
Code Enforcement
− Case mapping − Geographic tracking of violations − GIS-enabled reporting dashboards
Finance / HR / Fleet
− Asset location mapping (Fleet and fixed assets) − Infrastructure tracking − Facility-based reporting − Capital project geospatial alignment
The City expects real-time or near real-time integration through API or web services.
5. Reference Requirements Clarification
To clarify the discrepancy:
12 | Page
− Minimum of Five (5) total qualified references − At least Three (3) must be public-sector municipal clients − References should be comparable in size and scope to the City − Georgia municipal experience is preferred but not mandatory
The more stringent requirement applies.
6. Delinquent Property Tax Handling
The City currently coordinates property tax functions in alignment with Cobb County processes.
Delinquent property taxes:
− Are tracked within the City’s financial framework − May be coordinated with Cobb County for enforcement and collection procedures − The ERP must support:
o Delinquency tracking o Penalty and interest calculation o Reporting o Export capability for legal or third-party collection processes o Lien documentation and reporting
The City reserves the right to expand in-house delinquency administration in the future.
6. DiBell Group, Inc.
1. At this time, the City does not intend to distribute a Plan Holders List or a list of vendors who have requested or received the RFP package. In accordance with public procurement best practices, all proposers must independently prepare and submit their responses without coordination facilitated by the City.
