About this file

This is Addendum 1 to RFP 26-02 for Financial ERP Software issued by the City of Mableton. The addendum formally responds to vendor questions and provides clarifications on the solicitation requirements. The City is seeking a comprehensive, fully integrated ERP solution that includes core financial modules (General Ledger, Accounts Payable/Receivable), HR/Payroll, Property Tax billing and collections, Business Licensing, Code Enforcement, Procurement, and a Citizen Service Portal. The City requires integration with existing systems including BS&A Software (current financial system), PayCom (payroll/HR), Laserfiche (document management), Justice One (court systems), and banking/payment processors. Historical data migration is required for two fiscal years plus current data across financial transactions, vendor records, and property tax information. The City anticipates approximately 35-60 full-time employees with 5-20 full transactional users at go-live, and an 80,000-85,000 resident population for citizen portal engagement. User Acceptance Testing and formal post-migration reconciliation with written City sign-off prior to go-live are required. The City does not prescribe fixed user quantities but expects proposers to recommend scalable, role-based solutions comparable to similar-sized Georgia municipalities. All proposals must address the full functional scope outlined in the RFP; financials-only proposals excluding HR/Payroll, Property Tax, or Community Development modules will not meet minimum requirements.

The City accepts both phased implementation approaches and best-of-breed integrated solutions, provided the prime contractor assumes full responsibility for integration, implementation, and support. The City currently operates on a Google/SaaS platform and does not maintain a Microsoft Enterprise Agreement, allowing vendors to provide their own itemized cost breakdowns rather than using a City template. Optional modules such as Code Enforcement must be priced separately from the primary total cost of ownership. The City requires all technical support personnel, including help desk and Tier 3 engineering staff, to be based within the Continental United States, and all backup, disaster recovery, and archival data must remain exclusively within CONUS. System availability SLAs require minor issues to be resolved within 48 hours and major issues within 24 hours. The City requires deployment within Azure Government Community Cloud (GCC) for public-sector regulatory compliance and mandates detailed disaster recovery and business continuity procedures. The City does not require a Georgia Secretary of State Certificate of Authority for registration and has declined vendor requests to extend the question and proposal submission deadlines. Electronic proposal submissions are accepted.

The City currently anticipates estimated:

− 5-20 full transactional users (Finance, HR/Payroll, Procurement, Department Administrators).

− 15–20 limited or departmental users (budget review, requisition entry, approvals).

− 10–15 read-only or reporting users.

The City is a growing municipality and anticipates moderate staffing growth over the next 3–5 years.

Proposers should provide scalable pricing structures and clearly identify licensing tiers, user classifications, and growth flexibility within their proposals.

The City reserves the right to adjust user counts based on operational needs.

2: Total Number of Employees

Can the City confirm the current number of full-time, part-time, and seasonal employees who will be supported by the ERP solution, as well as any anticipated staffing growth over the contract term?

Response:
