Bidders must submit a minimum of five project references for similar work completed within the last five years, excluding any Flagler County projects, and must provide a certified check, bank draft, or bid bond equal to 5 percent of the total bid amount. The non-mandatory pre-bid conference is scheduled for May 8, 2026 at 9:00 a.m. at Flagler Airport Administration Building; the deadline for submitting questions is May 15, 2026 at 5:00 p.m.; final addenda will be issued by May 19, 2026; and sealed bids are due May 27, 2026 at 2:00 p.m. via the OpenGov Procurement portal. Upon contract award, the successful bidder must furnish performance and payment bonds in the amount of 100 percent of the contract price and provide certificates of insurance within 30 days, with completion required within 240 calendar days from the Notice to Proceed date and liquidated damages assessed at $1,500 per day for failure to meet construction deadlines.
This federally-funded FAA Airport project is subject to Davis-Bacon prevailing wage requirements, FAA Buy American Preference requirements for all iron, steel, and manufactured goods unless FAA waivers are issued, and Florida Prompt Payment Act provisions requiring county payment within 45 days of receipt of accurate invoices. The procurement includes mandatory Disadvantaged Business Enterprise (DBE) participation requirements pursuant to 49 CFR Part 26, and all contractors must comply with federal labor standards, civil rights and nondiscrimination requirements under Title VI, debarment and suspension certifications, drug-free workplace requirements, and occupational safety and health standards. Contractors must establish and maintain an effective Contractor Quality Control Program prior to commencing construction and develop a Safety Plan Compliance Certification documenting conformance to FAA Advisory Circular 150/5370-2 regarding operational safety during active airfield construction. The contract documents include technical specifications, detailed bid drawings prepared by AVCON, Inc., a geotechnical investigation report with pavement core sampling data, a topographic survey meeting FAA 1-A standards, and federal contract provisions governing all work. While no specific incumbent vendor or existing infrastructure integration requirements are identified in the solicitation documents, the contract award will be made to the lowest responsible qualified bidder meeting all contract document requirements, with bids remaining firm for 90 calendar days after opening and the State of Florida Department of Transportation named as an additional obligee on the performance and payment bond.
