About this opportunity

Collier County is seeking qualified vendors through Invitation to Bid (ITB) No. 25-8361 for Fencing Installation & Repair Services primarily for the Parks and Recreation Division. The solicitation targets contractors capable of providing comprehensive fencing services, including installation, removal, repair, and maintenance of various fence types ranging from 4 to 10 feet in height, with options for galvanized and vinyl-clad chain link fencing. Contractors must possess a state or local licensed general contractor, building contractor, or fence erection contractor license and be prepared to handle a wide range of fencing needs, including specialized services like barbed wire installation, temporary fencing, and gate systems. The bid is due on June 6, 2025, at 3:00 PM EST and will be submitted electronically through the Collier County Procurement Services Division Online Bidding System. The county intends to award contracts to primary and secondary contractors, with the selection based on lowest responsive and responsible vendor pricing. The initial contract term is three years with potential for two additional one-year renewals, and pricing will remain firm for the first contract year with potential Consumer Price Index adjustments not exceeding 5% annually.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the solicitation includes provisions for potential minority/women/veteran participation tracking. The current incumbent vendor is Carter Fence Company, which has been operating under a previous contract (Contract #18-7475) that has been administratively extended to September 7, 2025. Historically, county departments have spent approximately $300,000 on these services, though this amount may not indicate future purchasing patterns. The contract is partially funded through FEMA Public Assistance grants, which introduces additional federal compliance requirements, including mandatory certifications for debarment, lobbying, and procurement standards. Vendors must provide comprehensive insurance coverage, including $1,000,000 single limit per occurrence for various liability types, and name Collier County as an additional insured. Performance and payment bonds are required for projects exceeding $200,000, and all contractors must be enrolled in the E-Verify program and comply with immigration employment eligibility verification.
