About this opportunity

Palm Beach County Board of County Commissioners Purchasing Department is issuing a Request for Pre-Qualification (RPQ) for chain link fence repair, furnish, removal, and installation services to establish a pre-qualified vendor list for future projects. The procurement seeks vendors capable of providing comprehensive chain link fence services including fabric in various heights, gauges, and coatings; posts and rails in galvanized, aluminized, or vinyl-coated materials; multiple gate types; concrete footers; temporary fencing; welding services; security wire installation; windscreens; privacy decorative slats; and permitting and worksite safety services. Pre-qualified vendors must maintain a Palm Beach County Certificate of Competency as a Specialty Trades Contractor, possess Florida state licensure, and carry minimum insurance coverage of $500,000 Commercial General Liability and $500,000 Business Auto Liability, along with providing a one-year labor warranty and factory/manufacturer warranty on all materials. The initial submission deadline for pre-qualification requests was June 6, 2024, at 4:00 p.m., though new vendors are permitted to submit pre-qualification requests at any time thereafter for evaluation and addition to the pre-qualified list. All work will be awarded on a project-by-project basis to the pre-qualified vendor offering the lowest fixed price for each individual quotation, with no guaranteed minimum volume and individual projects capped at $99,999. The resulting term contract will have a duration of sixty (60) months or until estimated funding is expended.

The contract is subject to Palm Beach County's Equal Business Opportunity (Ordinance requirements and local preference provisions, which may apply Small/Minority/Women-Owned Business Enterprise (S/M/WBE) participation goals on a project-by-project basis. All vendors must be registered in the County's Vendor Self Service (VSS) system, and all subcontractors must also maintain registration in this system. Federal compliance requirements apply, including Davis-Bacon prevailing wage standards and Federal Emergency Management Agency (FEMA) requirements if applicable. The anticipated contract value during the sixty-month term is $990,000, though Palm Beach County reserves the right to increase or decrease this amount based on funding availability and project needs. No incumbent vendors or current contractors are identified in the solicitation materials, as this pre-qualification process seeks to establish a new list of qualified service providers for future chain link fence projects throughout the county.
