About this opportunity
The Tennessee Department of Environment & Conservation is requesting bids for renovation of the amphitheater at Fall Creek Falls State Park in Spencer, Tennessee, under ITB, with bids due August 28, 2026 at 2:00 p.m. CDT and a pre-bid meeting scheduled for August 19, 2026 at 10:00 a.m. CST at the park's Visitor Center. Bidders must hold an active BC-B, BC-C, or higher Tennessee Building Contractor license prior to submission, with failure to provide copies resulting in disqualification — the central eligibility filter.
The scope encompasses full amphitheater renovation: demolition of existing benches, asphalt, concrete footers, and associated site elements; site preparation of approximately 3,100 square feet; installation of compacted stone, a new gate valve with riser and cleanout, wire mesh, and 4,000 PSI concrete with brushed finish; and installation of 96 new 6-foot aluminum benches with ADA-compliant slopes. Final grading, seeding, and straw installation over disturbed areas are included. On-site work must be performed between November 2, 2026, and April 15, 2027, during regular business hours Monday through Friday, 8:00 a.m. to 4:30 p.m., unless an alternate schedule is approved by the Facilities Management Regional Manager. The contractor is responsible for all permits and fees, must maintain a one-year warranty on workmanship and manufacturer warranties on materials, and must leave the site in broom-clean condition upon completion.
The expected total cost exceeds $100,000, triggering a requirement for a payment bond equal to 25% of the contract price. Contractors must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, plus workers' compensation insurance. Bids must be submitted electronically through the State's EDISON Supplier Portal. Prior to award, the apparent successful bidder must be registered with the Tennessee Department of Revenue for sales and use tax collection. Written questions are due August 21, 2026, to Cynthia A. O'Brien at cyndi.a.obrien@tn.gov. The contract is a single-award to the lowest-cost responsive and responsible bidder with a one-time purchase and 12-month contract term. Pricing shall be F.O.B. destination, excluding state and federal excise taxes. Subcontractors require prior written approval from the Central Procurement Office.
