About this opportunity
Youngsville Borough, Warren County, Pennsylvania, through Revitalization of Youngsville, is soliciting sealed bids for the Fairmont Plaza Development under a single-prime stipulated-sum contract, with bids due November 18, 2026 at 2:00 p.m. and public opening immediately following at the Warren County Courthouse. Bidders must submit an AIA A305-2020 Contractor's Qualifications Statement, a non-collusion affidavit, and evidence of E-Verify participation under Pennsylvania's Public Works Employment Verification Act for all employees hired after January 1, 2013. The bid bond equals 10 percent of the bid amount.
The work is general site construction and electrical work: a concrete plaza with brick work, an elevated stage with stairs and ramp, pedestrian walkways, a parking area with accessible spaces and detectable warning pavers, site lighting, utilities, landscaping, signage, and demolition of existing elements. The electrical scope includes a 200-amp single-phase 120/240-volt service with pole-mounted lighting and power pedestals for food truck and performer areas. Erosion and sediment control must achieve permanent stabilization with 70 percent vegetative cover. Youngsville Borough will relocate an existing water line and purchase site furniture from Keystone Ridge Designs, which the contractor installs. Bid forms require unit prices for twelve excavation and fill items measured in cubic yards. Contaminated soil found during demolition is the owner's responsibility.
The Borough's tax-exempt status applies. The bid form requires all applicable federal and Pennsylvania taxes not covered by that exemption, while the specifications direct bidders to exclude sales tax on applicable materials from base bids. The project is partially funded through a Pennsylvania Department of Conservation and Natural Resources grant under the Community Conservation Partnerships Program, which makes prevailing wage requirements apply to projects exceeding $25,000.
Insurance requirements include general liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, plus workers' compensation, commercial automobile, and excess liability coverage. The successful bidder must furnish performance and payment bonds equal to 100 percent of the contract sum and a one-year maintenance bond equal to 10 percent of the contract sum, within ten days of the Notice of Award. Contracts follow AIA A101-2017 with A201-2017 General Conditions.
The project site is at the corner of Railroad Street and East Main Street in Youngsville, Pennsylvania 16371, with a development area of approximately 4,625.9 square feet. Clarification requests are due at least five days before the bid deadline. Bids remain open for ninety days from the bid closing date. The Proposed Schedule of Values must be submitted within twenty-four hours after bid submission. Construction is anticipated to commence in Spring 2027, with work beginning within ten days of the Notice to Proceed and substantial completion timing to be agreed between the Owner and the bidder. The Owner reserves the right to reject any or all bids and waive informalities. Bid documents are available through the PennBid platform.
