About this opportunity

The Kentucky Department of Fish and Wildlife Resources (KDFWR), on behalf of Bullitt County, issued Request for Bid (RFB) 758 2100000067 for the fabrication and delivery of one electro-fishing work boat and accompanying trailer package. The procurement requires a 20-foot commercial-grade aluminum all-weld modified V-hull Jon boat with a flat nose design, similar to the Oquawaka 2072V model previously built for Clemson University, paired with a custom aluminum tandem-axle trailer. The boat specifications include detailed construction requirements using 0.190-inch marine-grade 5052 aluminum, a 26-inch side height with a 98-inch beam width, interior raised flooring, wash deck with 12-inch standing platform, steering console with removable plexiglass windshield, dry storage compartment, 24-30 gallon aluminum fuel tank, navigation lights, bilge pump system, and removable fish dividers. The package must include a complete outboard motor installation consisting of a Yamaha 150HP four-stroke 25-inch shaft engine with hydraulic steering, trim and tilt capabilities, and all associated control systems. The trailer must feature tandem 6,000-pound axles with electric over hydraulic brakes, drive-on style Durawood bunk boards, heavy-duty adjustable winch stand with 2-inch by 25-foot nylon strap, and 16-inch or larger galvanized-rim wheels with comprehensive safety equipment and stainless steel hardware throughout. The boat must be delivered to the KDFWR Western Fishery District at 30 Scenic Acres Drive, Murray, Kentucky 42071. Written vendor questions were due by August 17, 2020, at 4:30 PM ET, and bids were required to be submitted electronically through the Kentucky eProcurement system by August 25, 2020, at 1:30 PM ET, with bid responses remaining valid for a minimum of 60 calendar days after the bid due date. Award was to be made on a best value basis utilizing a ranking approach with pricing weighted at 900 points and delivery time weighted at 100 points, with late deliveries subject to one percent daily deductions from invoices.

The solicitation included reciprocal preference provisions favoring Kentucky resident bidders and additional preferences for qualified bidders, specifically Kentucky Correctional Industries (20 percent preference) and nonprofit organizations serving individuals with severe disabilities (15 percent preference). Bidders were required to submit the Kentucky Tax Registration Application (Revenue Form 10A100), certificates of authority for out-of-state entities, required affidavits including Annual Affidavits and Resident Bidder Affidavits, and EEO forms if applicable prior to contract award. All quotations were required to be stated on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors responsible for all shipping costs and equipment required to be new and current year model in first class condition, including instruction and operating manuals. Vendors must have specified delivery timeframes in working days, as vague terms such as "as required" or "as soon as possible" were unacceptable and could result in non-responsive bids. Payment was to be made within 30 working days of receipt of goods or invoice, and the Commonwealth reserved the right to cancel the contract with 30 days' written notice. The solicitation documentation does not specify an estimated contract value or budget range, as pricing was to be submitted competitively by all bidders as part of their offers; however, the Commonwealth reserved the right to cancel the RFB if responses exceeded available funding.
