About this opportunity
The University of Texas at Dallas (UTD) is soliciting proposals through a competitive sealed proposal process to extend and expand noncredit, bootcamp-style education offerings designed to support workforce development through career advancement, reskilling, and upskilling opportunities for the local Dallas County community. The current program offerings include Cybersecurity, Web Development/Coding, Artificial Intelligence and Machine Learning, and Data Analytics, delivered in online-only formats spanning three to six months with approximately 500 hours of instruction per program. The selected contractor will assume responsibility for curriculum design and development, marketing and enrollment management, instructor hiring and training, tuition collection and revenue disbursement, certificate issuance, and provision of real-time dashboards tracking enrollment, engagement, and placement outcomes, while UTD will provide curriculum review, marketing facilitation, and ongoing program monitoring. Qualified contractors must demonstrate current operation of established bootcamps at top-ranked U.S. universities, hold relevant certifications for proposed programs, provide employment outcome data for program participants, maintain comprehensive insurance coverage including workers' compensation and commercial general liability of at least $1,000,000, and comply with UTD's standard terms and conditions including FERPA, ADA accessibility, cybersecurity training, and various Texas statutory requirements. The evaluation will be conducted using a best-value determination based on four criteria: Revenue Structure (30 points), Contractor Experience and Qualifications (40 points), Breadth of Bootcamp Course Offerings (20 points), and Implementation Timeline and Required Resources (10 points). The question period runs from May 15, 2026 at 10:00 AM CDT through May 29, 2026 at 5:00 PM CDT, with proposals due June 19, 2026 at 5:00 PM CDT via the UTD Bonfire procurement portal, and contract award anticipated in August 2026.
The resulting agreement will be effective for five years from the date of award with options for renewal for up to two additional one-year terms, and UTD retains the right to cancel contracts with 30 days' notice during the initial year and on a month-to-month basis during renewal periods. Proposers may elect to make their offers available under various Group Purchasing Organizations including TXMAS, BUYBOARD, E&I, DIR, UT Alliance, Premier, ESC Region 19, and Vizient, with potential expansion to other University of Texas System institutions and additional Texas higher education institutions. For contracts exceeding $100,000, Historically Underutilized Business (HUB) Subcontracting Plan documents are mandatory, and proposers may pursue HUB certification through the State of Texas or Small Business Administration (SBA) certifications under the Government-wide Procurement Preference Goaling Program. The incumbent contractor's agreement, which was initiated in 2021, is set to expire in 2026, and the selected contractor will need to integrate with UTD's existing infrastructure and expectations for real-time performance dashboards. The contractor must propose a revenue split structure detailing the percentage of Annual Gross Revenue to be remitted to UTD and specify a guaranteed first-year revenue amount through a revenue structure proposal, with payment terms governed by the Texas Prompt Payment Act at Net 30; specific award values or budget ranges are not disclosed in the solicitation documents and will be determined through the evaluation of proposed revenue structures and negotiations with selected proposers.
