About this opportunity
Hillsborough County Public Schools (HCPS) in Tampa, Florida, has issued a Notice of Intent to Purchase Single/Sole Source Commodities and Services for entrepreneurship education programs and digital curriculum provided by the Network For Teaching Entrepreneurship (NFTE). This sole source procurement encompasses NFTE's comprehensive entrepreneurship curriculum and teacher training services, including the NFTE University Teacher Training certification program, Canvas Learning Management System access, and specialized courses such as Start It Up!, ESB Prep, BizCamp & Startup Summer programs, World Series of Innovation, Entrepreneurship: Owning Your Future, Exploring Careers for the 21st Century, and the NFTE Entrepreneurship & Small Business Pathway covering Startup Tech, Entrepreneurship Essentials, Entrepreneurship 1 and 2, and ESB courses. The curriculum is designed to serve middle and high school students, combining rigorous academic content with career and technical training to develop entrepreneurial mindset and business competencies, with particular emphasis on serving students from low-income communities while preparing them for post-secondary education and professional careers. The posting period for the single/sole source notice runs for seven business days from Friday, April 3, 2026, through Tuesday, April 14, 2026, with a protest period extending three business days from April 14 through April 17, 2026. The procurement notice explicitly states that there is no competitive solicitation available and HCPS will not consider any responses as bids, proposals, or replies; however, interested firms may identify their capability to respond by uploading their response through www.myvendorlink.com to demonstrate whether bona fide competition exists. The decision to waive competitive solicitation rests solely with the General Manager of Procurement Services, and the procurement recommendation will be submitted to the Hillsborough County School Board for approval.
NFTE holds exclusive intellectual property rights to the proprietary curriculum content and instructional materials, which establishes the basis for this sole source designation and effectively restricts responses to vendors capable of providing equivalent or superior "like" commodities and services as defined in the procurement documentation. The notice does not identify specific set-aside designations for disadvantaged enterprises or restrictions limiting response eligibility to particular organizational types; however, interested vendors must demonstrate clear and convincing documentation of their capability to meet or exceed the stated requirements. No incumbent vendor information, current contract values, or specific budget ranges are disclosed in the available procurement materials. The documentation indicates that any approved sole source contracts exceeding one year must be reposted and revalidated before renewal periods commence, establishing a requirement for ongoing competitive review should the contract extend beyond initial terms.
