About this file
This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for entrepreneurship education programs and digital curriculum provided by the Network For Teaching Entrepreneurship (NFTE). The procurement involves NFTE's comprehensive entrepreneurship curriculum and teacher training services, including the NFTE University Teacher Training certification program, Canvas Learning Management System access, and specialized courses such as Start It Up!, ESB Prep, BizCamp & Startup Summer programs, World Series of Innovation, Entrepreneurship: Owning Your Future, Exploring Careers for the 21st Century, and the NFTE Entrepreneurship & Small Business Pathway covering Startup Tech, Entrepreneurship Essentials, Entrepreneurship 1 and 2, and ESB courses. The posting period for the single/sole source notice runs for seven business days from Friday, April 3, 2026, through Tuesday, April 14, 2026, with a protest period extending three business days from April 14 through April 17, 2026. The procurement supports programs for Exploring Careers, EE, E1, E2, ESB Prep, and Startup Tech courses serving middle and high school students.
NFTE holds exclusive intellectual property rights to the proprietary curriculum content and instructional materials, making this procurement a sole source acquisition. The vendor-provided documentation emphasizes that NFTE's curriculum combines rigorous academics with career and technical training, developing entrepreneurial mindset and business competencies for students from low-income communities while preparing them for post-secondary education and professional careers. Interested vendors may submit responses via VendorLink demonstrating equivalent or superior "like" commodities and services, though the decision to waive competitive solicitation rests solely with the General Manager of Procurement Services. The procurement recommendation will be submitted to the Hillsborough County School Board for approval, and any approved sole source contracts exceeding one year must be reposted and revalidated before renewal periods commence.
