About this opportunity
The City and County of San Francisco Office of the Sheriff (SFSO) is soliciting proposals for Housing and Navigation Services under the HEARTSS program, with a virtual pre-proposal conference and the written-question deadline both on November 6, 2026. Eligibility is restricted to 501(c)(3) nonprofit organizations certified to provide services in San Francisco. The solicitation does not indicate minority, women, or disadvantaged-business set-asides.
Proposers must deliver housing navigation, case management, peer support, and reentry services to criminal justice-involved adults with substance use disorder and/or mental health issues, with particular emphasis on Latine and monolingual Spanish-speaking clients. Services include access to San Francisco's Coordinated Entry and Homelessness Response Systems, housing placement and stabilization, connections to treatment, benefits, and legal services, and administration of bridge housing and flexible funding. The program targets approximately 14 bridge housing placements with an average six-month stay at $115 per night. Proposers must have five years of relevant experience and demonstrated work with criminal justice-involved individuals. Proposers must comply with the Health Care Accountability Ordinance, Minimum Compensation Ordinance, First Source Hiring Program, and nondiscrimination and equal benefits requirements, and must identify subcontractors along with their Local Business Enterprise certification status if applicable.
Total funding is $919,741 for the January 1, 2026 through June 30, 2028 contract period, comprising $618,166 for peer support specialists and housing case managers, $293,825 for bridge housing, and $7,750 for flexible funding. The term is two years with an option for two additional years. The Board of State and Community Corrections Proposition 47 Cohort 4 Grant Program funds the contract, and the Department of Homelessness and Supportive Housing serves as lead agency for program oversight and fiscal management. Bidders must submit a bid price and the Budget Proposal Template (Attachment 5).
Evaluation uses pass/fail minimum qualifications, written proposals (50 points), budget proposals (20 points), and oral interviews (20 points), for a total of 90 points.
A mandatory intent-to-apply email is due November 30, 2026 at 5:00 p.m. PST. Proposals are due December 3, 2026 at 4:00 p.m. PST, and notice of intent to award is expected December 14, 2026. The procurement contact is Patty Martinez at 628/652-4147 or patricia.e.martinez@sfgov.org.
