About this opportunity
The City of Phoenix, through its Finance Central Procurement department, is conducting an Invitation for Bid (IFB-26-0116) for custom evidence bags to be supplied to the Phoenix Police Department under a five-year initial contract term with five optional one-year renewal periods, commencing on or about May 1, 2026. The solicitation requests sealed offers for evidence bags in multiple configurations, including Poly/Poly material bags, Poly/Paper material bags, a standard LDPE rifle bag, and generic clear bag options, with all bags required to include self-seal adhesive tape and meet specific seal strength, thickness, and integrity requirements. Offerors must have been in operation for a minimum of five years providing similar goods or services, and all pricing must be submitted on a per-unit basis by line item as firm and fixed for the initial one-year period, with subsequent year price increases requiring 60 days' written notice and supporting documentation subject to City approval. Physical samples of each bag type must accompany the sealed offer and will be tested by the City for thickness compliance, seal integrity, and seam strength. The Pre-Offer Conference is scheduled for February 19, 2026, at 10:00 a.m. (non-mandatory); written inquiries are due by February 20, 2026, at 3:00 p.m.; and sealed offers with physical samples must be received by March 3, 2026, at 3:00 p.m. Award will be made to the lowest responsive and responsible offeror whose offer conforms to all material requirements, with delivery required to 100 East Elwood Street, Phoenix, Arizona 85040, on an as-needed basis during business hours (8:00 a.m. to 3:00 p.m., Monday through Friday, excluding City holidays), and payment made within 30 to 45 calendar days of invoice receipt.
The solicitation includes compliance requirements for Disadvantaged Business Enterprise (DBE) and Small Business Participation Plans under 49 CFR Part 26, applicable to Federal Transit Administration-assisted projects, requiring contractors to submit initial and annual Small Business Participation Plans demonstrating good faith efforts in identifying, soliciting, and tracking DBE-certified firm participation and small business engagement across all procurement activities. Upon award notification, offerors must submit certificates of insurance within 14 calendar days, including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage. The solicitation incorporates supplemental terms and conditions from the City of Phoenix Aviation Department applicable to all City contracts, including federal civil rights compliance requirements, nondiscrimination in employment and services, prompt payment obligations to subcontractors within seven days of payment receipt, E-Verify verification of employee eligibility, and heat safety plan requirements for outdoor workers. Additionally, a Sensitive Security Information Acknowledgement Form must be executed by authorized bidder representatives acknowledging compliance with 49 C.F.R. Parts 15 and 1520 regarding the handling of controlled security documentation. The solicitation documents do not specify budget allocations, anticipated purchase quantities, incumbent vendor information, or award value ranges; however, the contract's five-year initial term with five renewal options and on-demand delivery structure indicates substantial long-term procurement potential for the Phoenix Police Department's evidence management operations.
