The solicitation requests sealed offers for custom evidence bags in multiple configurations—including Poly/Poly material bags, Poly/Paper material bags, standard LDPE rifle bags, and generic clear bag options—all requiring self-seal adhesive tape and meeting specific seal strength, thickness, and integrity requirements for supply to the Phoenix Police Department. The contract includes an initial five-year term with five optional one-year renewal periods commencing on or about May 1, 2026. The Pre-Offer Conference was scheduled for February 19, 2026, at 10:00 a.m. (non-mandatory), with written inquiries due by February 20, 2026, at 3:00 p.m., and sealed offers with physical samples required by March 3, 2026, at 3:00 p.m. Physical samples of each bag type must accompany offers and will be tested by the City for thickness compliance, seal integrity, and seam strength. Delivery is required to 100 East Elwood Street, Phoenix, Arizona 85040, on an as-needed basis during business hours (8:00 a.m. to 3:00 p.m., Monday through Friday, excluding City holidays).
Pricing must be submitted on a per-unit basis by line item as firm and fixed for the initial one-year period, with subsequent year price increases requiring 60 days' written notice and supporting documentation subject to City approval. Award will be made to the lowest responsive and responsible offeror whose offer conforms to all material requirements. Offerors must have been in operation for a minimum of five years providing similar goods or services. Upon award notification, contractors must submit certificates of insurance within 14 calendar days, including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage. Additional requirements include E-Verify verification of employee eligibility, federal civil rights compliance, nondiscrimination provisions, prompt payment obligations to subcontractors within seven days of payment receipt, and execution of a Sensitive Security Information Acknowledgement Form. Payment will be made within 30 to 45 calendar days of invoice receipt.
