About this opportunity
Dallas Independent School District is requesting proposals for event and tradeshow rentals, digital multimedia services, virtual event platform services, and audio/visual rental equipment and services for district-wide use on an as-needed basis, with proposals due October 22, 2026. The procurement is issued under Title 2 of the Code of Federal Regulations Part 200 and may be funded through local, state, federal, and grant-funded programs; all vendors, including sole-source providers, are encouraged to participate.
Dallas ISD has established an aspirational Small Business Enterprise (SBE) goal of 30 percent of total contract dollar value. The SBE Compliance Guidelines and Forms carry an evaluation value of up to 20 percentage points and must be completed, signed, and returned with proposals; incomplete, unsigned, undated, or unreturned forms result in a zero score for the SBE component. The district recognizes SBA, SBA 8(a), Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, and Woman-Owned Small Business certifications. SBE scoring addresses enhancements and capacity building (up to 3 points), references (up to 2 points), certified participation or teaming agreements (up to 5 points), subcontractor utilization (up to 5 points), and participation plans (up to 5 points). Vendors using only non-certified SBE subcontractors must demonstrate good faith efforts.
The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide written notice at least ninety days prior to expiration of the current term if they do not intend to renew. Evaluation criteria include purchase price, vendor reputation, quality of goods or services, extent of meeting District needs, past relationship with the District, impact on historically underutilized businesses, total long-term cost, vendor references, and fiscal responsibility. Offers must remain firm for 120 calendar days following receipt and opening. References must be submitted to Procurementreferencecheck@dallasisd.org by the specified deadline at 2:00 p.m. (CT). All vendors must complete and submit Form 1295 (Certificate of Interested Parties) electronically with the Texas Ethics Commission and include the signed printed form in their proposal. Payment terms are net 30 days after acceptance of delivery or receipt of correct invoice, whichever is later.
Opportunity text
This Request for Proposal (RFP) will be used to secure vendors that can provide event/tradeshow rentals, digital multimedia services, virtual event platform services, audio/visual rental equipment and services. This is for District-wide use, on an "as needed" basis. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
