About this opportunity
The City of South Fulton, Georgia, Procurement Department, is requesting proposals for a single accountable contractor to provide integrated event management, talent procurement, concert production, technical production, marketing, and event execution at Wolf Creek Amphitheater, with a non-mandatory site visit on November 13, 2026 at 11:00 a.m. Eastern and proposals due December 15, 2026 at 2:00 p.m. Eastern. No set-aside or preference program is specified.
The contractor must secure, market, produce, and execute at least twelve City-approved live concerts, festivals, and entertainment events each season from April through October at the 5,400-seat venue at 3025 Merk Rd SW, South Fulton, Georgia 30349. Proposers need at least five years of directly relevant experience in event management, talent procurement, concert production, or promotional services for large-scale live entertainment, including at least three live entertainment events or concert series within the preceding five years at venues with sellable capacity of at least 5,000. Proposers must be legally authorized to transact business in Georgia and must certify debarment status, Iran divestment, and non-participation in Israel boycotts.
Required coverage includes commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $2 million, liquor liability of $2 million per occurrence, workers' compensation, professional liability, and cyber liability as applicable. Addendum No. 1 bars the contractor and its subcontractors from starting services until insurance is satisfied and evidence is accepted by the City. No bid, performance, or payment bonds are required.
The initial term is one season, with up to four optional one-season renewals at the City's sole discretion, subject to satisfactory performance, continued need, and funding availability. The City may establish a Talent Procurement Fund not to exceed $300,000 per season, usable only for City-approved artist guarantees, deposits, and directly related talent charges. Pricing covers fixed fees, per-event management fees, talent buying fees or commissions, marketing and production management fees, subcontractor and reimbursable markups, and a proposed revenue-sharing structure, submitted separately from the technical proposal.
Evaluation weights the written technical proposal at 70 percent and presentations and interviews at 30 percent. The original RFP required a minimum score of 100 points, but Addendum No. 1 revised the evaluation description on page 20 to a maximum score basis. Award goes to the responsible and responsive proposer offering the best overall value to the City.
Written questions are due November 20, 2026 at 3:00 p.m. Eastern, with responses issued by written addendum. Addendum No. 1 must be returned with the bid, and the City's website and the Georgia Procurement Registry are the official sources for addenda and award results. A later-dated RFP document, October 29, 2026, is also posted.
