About this opportunity

The City of Beaverton, Oregon is requesting bids for the Erickson Avenue Waterline Replacement project (2nd Street to 5th Street) under Invitation to Bid, with bids due October 21, 2026 at 2 p.m. The project is subject to Oregon prevailing wage requirements under ORS 279C.800 to 279C.875 and potentially federal Davis-Bacon Act requirements. A Good Faith Effort Program requires prime contractors to contact a minimum of three COBID-certified subcontractors for each identified Division of Work at least seven calendar days before bid opening, with documented contact and bid submission logs due the day after bid opening.

The scope involves replacing approximately 1,060 linear feet of 1940s-era 8-inch cast iron water main with new ductile iron water main—1,020 feet of 12-inch pipe and 40 feet of 8-inch pipe—including two system connections at north and south project limits, one fire hydrant assembly, two water service connections, and associated valves and fittings. All water main pipe must be Class 52 thickness, cement-lined, zinc-coated ductile iron pipe manufactured in the United States, wrapped in 8 mil polyethylene encasement, and pressure-tested at a minimum of 150 PSI for 60 minutes before disinfection and connection to the existing system. Trench backfill requires 3/4" to 1" crushed aggregate compacted to 92% maximum density per AASHTO T-180, with 6 inches of Level 2 hot mix asphalt concrete restoration. Work occurs within the roadway in a residential area adjacent to Beaverton High School, which is undergoing concurrent renovations; the contractor must coordinate with the school site contractor to maintain access throughout construction.

The estimated project cost ranges from $300,000 to $400,000. Bidders must be licensed by the Oregon Construction Contractors Board or State Landscape Contractors Board and demonstrate responsibility according to established standards. Performance and payment bonds equal to the total contract amount are required, along with a 25 percent maintenance and warranty bond and a 10 percent Bid Guaranty. A non-mandatory pre-bid conference is scheduled for October 7, 2026 at 10 a.m. via Zoom. Questions are due October 14, 2026 at 5 p.m., with responses provided by October 16, 2026. City Council award is scheduled for November 17, 2026, with an estimated Notice to Proceed of December 15, 2026 and substantial completion targeted for February 15, 2027.
