About this opportunity

The West Virginia Division of Corrections and Rehabilitation is soliciting quotes for an open-ended master agreement to provide equipment, plumbing, and systems maintenance and repairs at Salem Correctional Center and Jail in Industrial, West Virginia, with bids due May 28, 2026 at 10:30 a.m. Eastern Standard Time.

The scope encompasses preventative maintenance and inspections on a biannual schedule, corrective maintenance, repairs, replacement parts, and installation of new devices and equipment across facility systems. Bidders must provide unit prices for preventative maintenance labor, corrective maintenance hourly rates at regular, overtime, holiday, and emergency tiers, and a percentage markup on replacement materials and new equipment (with an estimated baseline material cost of $20,000 annually). Addendum No. 1, issued May 26, clarifies that contractors supply filters and belts for rooftop unit inspections and must bill such replacements as corrective maintenance with labor costs separate from material markup. Failure to perform required preventative maintenance tasks as specified in section 1.04(C), subsection 7, constitutes contractor default.

Bidders must be West Virginia licensed, maintain commercial general liability and automobile liability insurance of at least $1 million per occurrence, comply with workers' compensation requirements, provide factory training documentation, and demonstrate a minimum of five years' experience with specific licensing for electricians, plumbers, and HVAC technicians. For construction contracts exceeding $50,000, a bid bond equal to 5% of the bid amount must accompany the bid, along with performance and labor/material payment bonds equal to 100% of contract value prior to award. Contractors must provide continuous 24-hour emergency telephone service. Pricing must remain firm for the life of the contract.

The contract is a term agreement with an initial period and up to four successive one-year renewals, subject to mutual written consent and approval by the Division of Corrections and Rehabilitation and the Attorney General's office. A non-mandatory pre-bid meeting was held May 19, 2026. Questions were due May 21, 2026 at 2:00 p.m. Contact Philip K. Farley at (304) 549-1050 or philip.k.farley@wv.gov.
