About this opportunity
The Rhode Island Executive Office of Housing is requesting proposals for development of a comprehensive Strategic Plan to End Homelessness, with proposals due June 29, 2026 at 9:00 AM EDT and vendor questions due June 15, 2026 at 2:00 PM EDT. MBE, WBE, and Disability Business Enterprise participation is required under Rhode Island ISBE requirements, with bonus points of up to six available for demonstrated utilization; all subcontractors and suppliers must hold current certification from the Division of Equity, Diversity & Inclusion MBE Compliance Office or the Governor's Commission on Disabilities at bid submission.
The scope spans seven tasks: project workplan development; statutory and systems review; Point-in-Time and HMIS data analysis; statewide stakeholder engagement including minimum of six regional workshops, eight targeted focus groups, and five listening sessions with state and local agencies; evidence-based plan drafting incorporating national best practices and alignment with federal strategic guidance; implementation guide and monitoring-and-evaluation framework finalization; and technical assistance and reporting templates. Deliverables include a final strategic plan with executive summary suitable for legislative submission to the Rhode Island General Assembly. Vendors must provide minimum of three relevant client references demonstrating experience in homeless response programs, statewide strategic planning, HMIS data analysis, and stakeholder engagement.
The initial contract period begins approximately July 15, 2026 for approximately six months, with potential renewal for up to one additional 12-month period based on vendor performance and fund availability. Pricing is firm and fixed, submitted by task in the cost proposal template; the lowest-cost proposal receives 100 percent of available cost points, with other vendors scored proportionally. Technical proposals are evaluated on staff qualifications (10 points), vendor capability and capacity (20 points), work plan (15 points), and approach/methodology (25 points), with a minimum score of 55 out of 70 required to advance to cost evaluation. Cost proposals are evaluated for up to 30 points. Vendors must carry general liability of $1 million per occurrence, workers' compensation of $100,000, and automobile liability of $1 million. A contract administrative fee of 0.33 percent of total annual contract value will be withheld from invoice payments. Proposals are submitted electronically through Ocean State Procures; all proposal development costs are borne by the vendor.
