About this file

This Solicitation Change Details Report documents an addendum issued by the Rhode Island Executive Office of Housing for RFP26006672 regarding EOH Strategic Plan Development for Homeless Response. The Rhode Island Executive Office of Housing is requesting proposals for development of a comprehensive Strategic Plan to End Homelessness, with vendor questions due June 15, 2026 at 2:00 PM EDT and proposals due June 29, 2026 at 9:00 AM EDT. The scope encompasses seven primary tasks: project workplan development; statutory and systems review; Point-in-Time and HMIS data analysis; statewide stakeholder engagement including a minimum of six regional workshops, eight targeted focus groups, and five listening sessions with state and local agencies; evidence-based plan drafting incorporating national best practices; implementation guide and monitoring-and-evaluation framework development; and technical assistance and reporting templates. Deliverables include a final strategic plan with executive summary suitable for submission to the Rhode Island General Assembly. The contract period begins approximately July 15, 2026 for approximately six months, with potential renewal for up to one additional 12-month period based on vendor performance and fund availability.

Pricing shall be firm and fixed, submitted by task in the cost proposal template, with the lowest-cost proposal receiving 100 percent of available cost points and other vendors scored proportionally. A contract administrative fee of 0.33 percent of total annual contract value will be withheld from invoice payments. MBE, WBE, and Disability Business Enterprise participation is required under Rhode Island ISBE requirements, with bonus points of up to six available for demonstrated utilization; all subcontractors and suppliers must hold current certification from the Division of Equity, Diversity & Inclusion MBE Compliance Office or the Governor's Commission on Disabilities at bid submission. Technical proposals are evaluated on staff qualifications (10 points), vendor capability and capacity (20 points), work plan (15 points), and approach/methodology (25 points), with a minimum score of 55 out of 70 required to advance to cost evaluation, which accounts for up to 30 points. Vendors must carry general liability of $1 million per occurrence, workers' compensation of $100,000, and automobile liability of $1 million. This report specifically notes that one document—"Q&A_Center_Items_-RFP26006672-Addendum#_1.pdf"—was added as part of this change notification.
