AGENCY SOLICITATION SPECIFICATIONS
STRATEGIC PLAN DEVELOPMENT FOR HOMELESS RESPONSE
SECTION A. BACKGROUND
The Rhode Island Executive Office of Housing (EOH) seeks a qualified vendor to lead a statewide, stakeholder-driven process to organize, draft, and deliver a comprehensive strategic plan to address homelessness for submission to the Rhode Island General Assembly. The final plan must align with state statutory responsibilities and federal strategic guidance and include measurable implementation steps and reporting commitments.
Statutory & policy context (non-exhaustive):
R.I. Gen. Laws § 42-167.1 directs the statewide Council to participate in development of a strategic plan to end homelessness aligned with the federal strategic plan.
A strategic plan was drafted and presented in 2012, and several of the recommendations were implemented which led to improvements and a decline in the homeless population. It’s time for Rhode Island to reassess and create a new set of strategies.
SECTION B: SCOPE OF WORK AND REQUIREMENTS
Task 1 — Project initiation & workplan
• Finalize a detailed workplan, timeline with milestones, and stakeholder engagement strategy.
Task 2 — Statutory & systems review
• Review relevant Rhode Island statutes, regulations, previous strategic document, Consolidated Plan(s), CoC plans, and existing program data.
• Assess current system capacity (shelter inventory, PSH, RRH, prevention resources), and data sources (HMIS and state reporting). Provide a summary of findings and gap analysis.
Task 3 — Data analysis
• Analyze Point-in-Time (PIT) counts, HMIS outputs, By-Name List(s), shelter utilization, exit destinations, length of homelessness, inflow/outflow trends, and racial/ethnic data.
• Provide clear, visual data products (charts, maps, dashboards) that support recommendations.
Task 4 — Stakeholder engagement & public participation
• Plan and facilitate (minimum of) 6 regional stakeholder workshops, 8 targeted focus groups (including people with lived experience), 5 listening sessions with state/local agencies and funders, and at least 1 public comment period lasting no less than 30 days.

Task 5 — Drafting, resource planning & alignment with national best practices
• Produce a draft plan with evidence-based approaches (Housing First, rapid re-housing, permanent supportive housing, housing problem solving). Include federal and state funding suggestions and resources available to states. Include data obtained during analysis, national best practices from experience in other states, and data to support recommendations.
Task 6 — Implementation guide, finalization & handoff
• Incorporate feedback from EOH, oversight committee, and public comments. Deliver a final plan, and an implementation guide (including sample reports for monitoring outcomes and data dashboard samples).
Task 7 — Technical assistance & reporting templates
• Provide a recommendation for progress reports to internal and external stakeholders, from detailed to high level reports that the agency can leverage as the plan is implemented.

a) Lead and facilitate an inclusive, equity-focused planning process that engages state agencies, Continuums of Care (CoCs), providers, people with lived experience, advocates, and partner agencies in state government;
