About this file
This is a Questions and Answers addendum document for Rhode Island's Executive Office of Housing (EOH) solicitation RFP26006672 regarding development of a comprehensive Strategic Plan to End Homelessness. The EOH seeks a qualified vendor to lead a statewide, stakeholder-driven process to organize, draft, and deliver a strategic plan for submission to the Rhode Island General Assembly that aligns with state statutory responsibilities and federal strategic guidance. The solicitation includes seven tasks: project workplan development, statutory and systems review, Point-in-Time and HMIS data analysis, statewide stakeholder engagement (minimum of six regional workshops, eight targeted focus groups, and five listening sessions), evidence-based plan drafting incorporating national best practices, implementation guide and monitoring-and-evaluation framework development, and technical assistance and reporting templates. The vendor questions submission deadline was June 15, 2026 at 2:00 PM EDT, with proposals due June 29, 2026 at 9:00 AM EDT. The initial contract period begins approximately July 15, 2026 for approximately six months, with potential renewal for up to one additional 12-month period. The technical proposal is limited to eight pages excluding appendices and staff resumes.
The EOH will not disclose budget parameters or cost ceilings, requiring vendors to determine project costs based on the scope of work. Funding for this work comes from the state's general revenue with no federal funds included. Vendors must propose a timeline and workplan, which factor into scoring. Pricing is firm and fixed, submitted by task in the cost proposal template. The EOH will provide HMIS data access through the HMIS Lead Agency data staff and will work with the Continuum of Care and other established entities to provide vendor access to people with lived experience. Vendors are allowed but not required to offer stipends to people with lived experience. Stakeholder engagement sessions must be conducted in person, and vendors should offer interpreter services prior to community focus groups to accommodate multiple languages. The Director of Homelessness Response will lead the state's core team. EOH is the final approver for all work products. MBE, WBE, and Disability Business Enterprise participation is required under Rhode Island ISBE requirements with up to six bonus points available for demonstrated utilization.
