About this opportunity
Hillsborough County, Florida intends to award a sole-source procurement to Weedoo Greenboat, Inc. for an environmental work boat and integrated proprietary attachments at a total cost of $121,912.00, with challenges due November 4, 2026. The County is relying on Section 3-205(2)(a) of its Procurement Policy, identifying Weedoo as the only provider meeting salient specifications. This notice of intent is not a request for competitive bids.
The scope is a one-time purchase of a diesel aquatic work vessel with a fiberglass/Kevlar hull, deck-mounted marine boom cutter, front-end loader capability, and twin outdrives. Six proprietary attachments accompany it: a DOT-approved trailer, quick-change grapple bucket, pole saw, skimmer bucket, auxiliary hydraulic kit, and bimini top assembly. The equipment supports debris, vegetation, and obstruction removal on County waterways. The County's justification rests on Weedoo's patented outdrive (U.S. Patent 11840321), which keeps the vessel compact, maneuverable, and fuel-flexible, and on modular attachments incompatible with other vessels.
The total cost of $121,912.00 includes $600.00 in shipping and handling, plus assembly and a marine cover. The County reserves the right to extend the time period, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors able to supply equivalents for all identified proprietary parts must submit clear and convincing information supporting a challenge through the submission section of EUNA Procurement by the November 4, 2026 close date. The County will evaluate properly submitted challenges solely to determine whether bona fide competition exists and whether to conduct a competitive solicitation. Absent challenges, the County makes the award after the close date.
Opportunity text
Hillsborough County intends to recommend the award of a sole source procurement to Weedoo Greenboat, Inc. for an aquatic work boat and integrated proprietary attachments for a one (1) time purchase at a total cost of $121,912.00. This acquisition will enable safe and efficient removal of debris, vegetation, and obstruction across the County's waterways. This procurement is being made in accordance with Section 3-205(2)(a) of the County's Procurement Policy as Weedoo Greenboat, Inc. is the provider of the only item meeting salient specifications. The vessel is a unique aquatic work boat system that incorporates a patented outdrive (U.S. Patent 11840321) that keeps the vessel compact, maneuverable, and fuel-flexible. The hull's versatility is further improved through the use of unique modular attachments incompatible with other vessels. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing equivalents for all the identified propriety parts and goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
