About this opportunity
The South Dakota Department of Military on behalf of the South Dakota Army National Guard (SDARNG) is soliciting proposals through a Request for Proposal (RFP) for environmental consulting services to conduct a Solid Waste Opportunity Assessment for the SDARNG Northeast Central Region. The primary service involves conducting three separate seasonal assessment cycles throughout calendar year 2026 and into spring 2027 across nine facilities including armories and readiness centers located in Mobridge, Webster, Pierre, Huron, Watertown, Chamberlain, Aberdeen, and Milbank. The contractor must perform four primary tasks: conduct a kickoff teleconference meeting within 30 days of contract award, perform background research and review of existing waste stream data, execute fieldwork consisting of six site visits (two per seasonal cycle) to assess solid waste types and conduct facility manager interviews, and complete a comprehensive Opportunity Assessment Report. The required deliverable is a detailed Opportunity Assessment Report that documents estimated waste and diversion weights, identifies waste reduction opportunities, explores recycling and reuse options, and provides a cost-benefit analysis with a prioritized implementation list, all intended to support compliance with Army Regulation 200-1, Executive Orders, and applicable state laws. Contractors must demonstrate previous environmental compliance management support experience specifically with the SDARNG and possess expertise in environmental compliance requirements for the National Guard and Department of Defense, and must provide at least three references of similar service contracts performed within the past three years. The key schedule includes letters of intent due by April 20, 2026; questions due by April 30, 2026; proposals due by May 12, 2026; and anticipated award and contract negotiations by June 1, 2026. Evaluation criteria include contractor expertise, capabilities, technical competence, available resources, past performance records, project management techniques, ability to handle project constraints, and independently evaluated pricing with all service-related costs included.
The RFP does not specify set-aside designations or restrictions limiting the types of organizations that may respond, nor are there identified incumbent vendors or current contractors listed in the procurement documents. Contractors must maintain specific insurance coverage including commercial general liability of at least $1,000,000 per occurrence, professional liability insurance of at least $1,000,000, business automobile liability of at least $1,000,000 per accident, and workers' compensation insurance as required by South Dakota law. The SDARNG Environmental Program Branch will provide data support, existing studies, reports, maps, coordination of facility access, and scheduling information for drill weekends to facilitate contractor performance. The contract is effective on or around June 1, 2026, and could potentially extend through May 31, 2031, with the State reserving the right to extend the contract for up to four one-year options, with the total duration not exceeding five years. The contract may be funded through cooperative agreements with the Federal Government, and the State reserves the right to reject any or all proposals, waive technicalities, and award as deemed in the best interest of South Dakota. No specific award value or budget range is disclosed in the procurement documents.
