About this file
This is a Statement of Work (SOW) for a Solid Waste Opportunity Assessment Survey contract issued by the South Dakota Army National Guard (SDARNG) Environmental Program Branch. The contractor will conduct three seasonal assessment cycles throughout calendar year 2026 and into spring 2027 across nine facilities in the Northeast Central Region, including armories and readiness centers located in Mobridge, Webster, Pierre, Huron, Watertown, Chamberlain, Aberdeen, and Milbank. The project comprises four primary tasks: conducting a kickoff teleconference meeting within 30 days of contract award, performing background research and review of existing waste stream data, executing fieldwork consisting of six site visits (two per seasonal cycle) to assess solid waste types and conduct facility manager interviews, and completing a comprehensive Opportunity Assessment Report. The contract deliverable is a detailed Opportunity Assessment Report that documents estimated waste and diversion weights, identifies waste reduction opportunities, explores recycling and reuse options, and provides a cost-benefit analysis with a prioritized implementation list.
The contractor must demonstrate previous environmental compliance management support experience with the SDARNG and possess expertise in environmental compliance requirements for the National Guard and Department of Defense. The SDARNG Environmental Program Branch will provide data support, existing studies, reports, maps, coordination of facility access, and scheduling information for drill weekends. The fieldwork schedule requires site visits timed to both immediately follow monthly drill weekends and occur late in the week 2-3 weeks after drill weekends to capture varying waste generation patterns. Three facilities designated as collocated with non-SDARNG partners may require specialized coordination and modified fieldwork scheduling. The assessment will establish a fiscal year 2026 baseline diversion rate and evaluate all solid waste streams including municipal solid waste, household recyclables, and production cycle recyclables.

26RFP19765
SOUTH DAKOTA ARMY NATIONAL GUARD
General Description of Work:
The contractor will conduct a Solid Waste Opportunity Assessment for the South Dakota Army National Guard (SDARNG) Northeast Central Region with three (3) separate and distinct seasonal assessment cycles throughout the calendar year. This is in support of the Environmental Program Branch (CFMO-EV) compliance program. This waste characterization study will inform decision-making regarding policy and planning to achieve diversion goals and meet criteria outlined in Army Regulation 200-1, Executive Orders, and applicable state laws. The following sections detail the specific efforts required to accomplish these objectives.
Detailed Description of Work:
Task 1: Kickoff Meeting The contractor shall schedule and conduct a teleconference kickoff meeting with the appropriate SDARNG Environmental staff within 30 days of contract award. The purpose of the meeting will be to determine project priorities, assess available resources, establish a schedule, and confirm a strategic approach for completing the remaining tasks. SDARNG staff will provide the contractor with any relevant documents, photographs, datasets, etc., necessary for the completion of the tasks described below.
Task 2. Background Research and Review of Existing Waste Stream Data The contractor shall review and analyze current processes used to evaluate and monitor solid waste metrics for the SDARNG Northeast Central Region, focusing on efficiency and accuracy. This review will encompass existing waste calculators; Solid Waste Annual Reporting on the Web Application System (SWARWeb) including processes and data; vendor utilizations and potentials;
and historic and current data. The analysis will cover all solid waste streams, including municipal solid waste (trash), household recyclables, and production cycle recyclables, to establish a baseline diversion rate for Fiscal Year 2026.
The contractor will also review and document current management practices, and available recycling and waste disposal options at SDARNG facilities in the Northeast Central Region. For the purpose of this Scope of Work, SDARNG facilities in the Northeast Central Region include the following:
Mobridge Armory Webster FMS #4 Pierre Armory Huron Armory and Huron Airport Facility Watertown Readiness Center Chamberlain FMS #6 and Chamberlain Armory* Aberdeen Armory* Milbank Armory*
The contractor will review and document available disposal costs at each specified facility.
Facilities designated by an asterisk (*) are collocated with a non-SDARNG partner. As such, these locations may require specialized coordination, additional follow-up, or a modified fieldwork schedule.
Task 3: Fieldwork The contractor will conduct two site visits per seasonal assessment cycle period (totaling six visits across nine facilities) to the facilities identified in Task 2. Visits will occur during the following periods: Calendar Year 2026 Summer, Calendar Year 2026 Fall/Winter, and Calendar Year 2027 Spring. One visit per season will occur on Monday immediately following a drill weekend. The contractor will assess and document solid waste types, containers, and storage areas, and conduct interviews with facility managers and operations staff to validate waste generation and recycling quantities. Drill weekends are typically the first weekend of each month. The second assessment should occur late in the week (Friday or Saturday) 2-3 weeks after the drill weekend. A drill schedule will be provided during the kickoff meeting.
Geospatial location files are not required for these assessments.
Task 4: Opportunity Assessment and Report The contractor will complete an Opportunity Assessment Report. This report will include the following:
Estimated Waste and Diversion Weight Total: The estimated weights of waste and recyclables will be derived from survey calculations at each location.
Waste Reduction Opportunities: Assessment of areas where waste generation can be minimized through adjustments to purchasing practices, operational processes, or employee behavior.
Recycling and Reuse Options: Exploration of opportunities to divert materials from landfills through the implementation of recycling and reuse programs
Cost-Benefit Analysis: Evaluation of the potential costs and benefits associated with implementing the recommended changes.
SDARNG CMFO-EV Contribution
Owner supplies data or documents (existing studies, reports, maps, and other data) Right of entry, Coordination of access to the training areas and armories.
