About this opportunity
The Nevada State Purchasing Division, on behalf of the Nevada Division of Environmental Protection (NDEP), Bureau of Corrective Actions, is requesting proposals for Environmental Mitigation, Assessment, and Remediation Services statewide on an as-needed basis, with proposals due August 11, 2026 at 2:00 p.m. PST and questions due July 21, 2026. The State intends to award one or more contracts.
The scope encompasses spill and leak stabilization, waste characterization, removal and containerization of impacted media, waste transport coordination, implementation of engineering controls, and provision of alternative drinking water sources across four service categories: site assessment and characterization; remediation services; chlorinated solvent impacted site services; and abandoned mine land site services. Contractors must maintain statewide capability and be prepared to initiate services immediately upon contract start, with individual task assignments and budgets negotiated prior to each project commencement. Specialized expertise required includes mining engineering, environmental and civil engineering, geotechnical engineering, hydrogeology, chemistry, geochemistry, statistics, toxicology, and risk assessment. Subcontractor involvement is permitted with Division approval and must comply with State and Federal procurement procedures.
The initial contract term is four years, anticipated to begin January 1, 2027, subject to Board of Examiners approval, with options to renew for two one-year extensions. Vendors must hold a Nevada business license, maintain SAM.gov registration, comply with Nevada law prohibiting boycotts of Israel, and implement data encryption with U.S.-based data storage. Contractors must maintain Commercial General Liability of $2,000,000 general aggregate and $1,000,000 per occurrence; Automobile Liability of $1,000,000 combined single limit; Workers' Compensation at statutory levels; and Contractor's Pollution Liability of $1,000,000 per occurrence and $2,000,000 general aggregate.
Proposals are evaluated on Competence in Work Performed and Project Management (25 points), Staff Expertise and Experience within Nevada (25 points), Experience with Comparable Projects (25 points), Conformance with RFP Terms (15 points), and Cost Factor (10 points). Vendors must provide at least three client references from similar projects completed within the last five years, submitted directly by clients to Mason Bondi at Mbondi@admin.nv.gov by August 10, 2026. Evaluation is estimated to conclude August 25, 2026, with notice of intent around August 26 and notice of award around September 29, 2026. Contractors must establish fair-share percentages for DBE, MBE, and WBE participation at specified minimums: one to two percent each for services. Funding sources include the State Hazardous Waste Management Fund, State Petroleum Fund, Storage Tank Management Fund, Superfund grants, State Response Grant, and Department of Defense Grant.
