About this file

This document is a Contract Acronyms and Definitions reference guide for RFP #70CNR-S3900, Environmental Mitigation, Assessment, and Remediation Services, issued by the State of Nevada Purchasing Division on behalf of the Nevada Division of Environmental Protection (NDEP), Bureau of Corrective Actions. The guide provides standardized definitions for 50+ acronyms and key terms used throughout the solicitation and resulting contract. The reference includes environmental regulatory and technical terminology such as CERCLA, RCRA, HAZWOPER, and ESA, as well as procurement-specific definitions including RFP, Notice of Award, Letter of Intent, and evaluation committee procedures. The document establishes critical distinctions between mandatory requirements (indicated by "must," "shall," or "will"), recommended provisions (indicated by "may" or "should"), and specific roles including contractors, partnering subcontractors, and outside service subcontractors. All time references within the solicitation are specified as Pacific Time unless otherwise stated.

The definitions document establishes frameworks for handling confidential information, proprietary information, trade secrets, and public records in accordance with Nevada Revised Statutes (NRS 333.020, NRS 333.333, and NRS 600A.030). The guide clarifies the State's approval process, including the Contract Award Date when vendors are notified of successful negotiation and the Contract Approval Date when the Board of Examiners officially approves contract terms. The document does not contain pricing information, set-asides, funding amounts, or contract term details, serving instead as a foundational reference tool to ensure consistent interpretation of terminology throughout the RFP and contract negotiations.
