About this opportunity

The City of Pasadena is seeking an environmental consulting services contractor to provide on-demand environmental monitoring and sampling services for city properties. The procurement is specifically targeting a consultant who can perform comprehensive environmental assessments including asbestos, mold, lead, and indoor air quality surveys on an as-needed basis. Proposers must possess certifications in asbestos consulting, site surveillance, lead inspection, and industrial hygiene, with services to be activated on a project-by-project or task-by-task basis. The evaluation criteria will utilize a point-based scoring system, allocating 35% to qualifications and experience, 35% to scope of services, and 20% to cost proposal, with additional points available for references, local business status, and small business certification. The proposal submission deadline is October 11, 2023, with questions due by October 5, 2023. The initial contract term is three years, with potential for two optional one-year extensions subject to City Manager approval. Proposers must submit separate technical and price proposals, limited to a maximum of 50 total pages.

The procurement appears to have provisions encouraging participation from local and small businesses, with additional evaluation points allocated for such designations. While no specific set-aside percentages are detailed, the RFP suggests an openness to diverse vendor participation. The contract will be awarded on a time and materials basis with a not-to-exceed limit negotiated before work begins. Compensation will be determined through a ratio method that rewards the lowest-cost proposal with maximum points. Prospective bidders must complete several mandatory forms, including a Unique Entity Identifier (UEI) form, Conflict of Interest Disclosure, Disqualification Disclosure, and Taxpayer Protection Amendment Disclosure. Vendors must also demonstrate compliance with equal employment opportunity requirements and prevailing wage laws. Though a specific contract value is not explicitly stated, the master services contract framework suggests flexibility in project scope and potential compensation based on actual environmental monitoring and sampling needs.
