About this opportunity
The City of Pittsburgh Office of Management and Budget is soliciting a Pre-Qualified Master Agreement (PQMA) for pre-demolition asbestos surveys across the city, targeting contractors capable of professionally inspecting structures to determine asbestos presence. The procurement seeks to establish a pre-qualified vendor list for conducting comprehensive asbestos surveys that comply with federal, state, county, and local requirements. Contractors must be able to take and analyze samples through an approved laboratory, complete all necessary documentation, and perform thorough pre-demolition inspections. The contract period will commence upon the first executed contract and terminate on June 30th, 2029, with all application packets required to be submitted electronically to contracts@pittsburghpa.gov by March 31st, 2029. Evaluation criteria will focus on contractors' ability to perform workmanlike and professional surveys, with emphasis on technical competence, compliance with regulatory standards, and comprehensive documentation. Contractors must maintain specific insurance coverage, including $1 million in general liability, $1 million in automotive liability, and $5 million in umbrella liability, and possess all necessary licenses and certifications.
The solicitation includes specific participation goals for Disadvantaged Business Enterprises (DBEs), mandating 18% for Minority-Owned Business Enterprises, 7% for Women-Owned Business Enterprises, 5% for Veteran-Owned Small Businesses, and 3% for LGBTQIA+ businesses. Contractors must demonstrate good faith efforts to meet these participation goals and provide detailed documentation of their outreach to these business categories. While no specific contract value is explicitly stated, contractors will be selected to provide as-needed survey services for individual structures or grouped lots throughout Pittsburgh. The procurement requires vendors to submit comprehensive documentation, including a completed application form, references, insurance certificates, IRS Form W-9, and a Statement of Affiliations. Successful contractors must comply with prevailing wage requirements, anti-discrimination policies, and other local regulations. The city will solicit quotes from this pre-qualified vendor list on an as-needed basis, suggesting a potentially flexible and ongoing procurement approach.
