The procurement requires a vendor-hosted, cloud-based ERP system to serve as the primary system of record for financial and administrative functions across approximately 25 departments and 2,000 employees. Core modules must include accounts payable, accounts receivable, budgeting, general ledger, procurement, human resources integration, and reporting and analytics. The solution must achieve 99.99% uptime per month (per Attachment G SLA), certify SSAE 18 SOC2 Type 2 audits covering Security and Availability Principles, confirm data residency within the United States, and support bidirectional integrations with 36 distinct external systems including Ceridian Dayforce, Atlantis Inventory, Bank of America, First National Bank, PNC Bank, Huntington Bank, Cartegraph, Docusign, OnBase, Procore, and eCivis. Of the 36 required integrations, 32 are new; three (Bank of America cleared transactions, Bank of America payment instructions, and Ceridian Dayforce payroll journal entries) currently exist. The City intends to replace six legacy systems (Alteryx, B3 Real Estate, DPW Portal, Oracle JD Edwards, Questica, QuickBooks) and maintain or interface with 48 others. Vendors must support WCAG 2.1 accessibility, single sign-on via LDAP/Azure AD/SAML, REST APIs and SFTP integrations, and workflow engines with role-based security and audit trails. Data migration spans thirteen functional areas including Accounts Payable, Accounts Receivable, General Ledger, Capital Assets, and Grants. The contract term is five years plus two optional five-year renewal periods. Pricing must be firm, fixed, and itemized separately for software licensing, professional services, and other costs across a ten-year projection period, with annual increases limited to CPI-U or 3 percent, whichever is less. Implementation services are payable 50 percent upon Conditional Acceptance of milestones and 50 percent upon Final Acceptance. Vendors must provide at least five client references from organizations of similar size or complexity and demonstrate at least three public sector ERP installations within the past five years, along with audited financial statements for the past three fiscal years or current Dun & Bradstreet reports. Evaluation includes three rounds: Round 1 assesses minimum criteria; Round 2 scores functional and technical requirements (20 points), implementation approach (30 points), ongoing support (15 points), vendor experience and financial stability (15 points), cost (10 points), and MWDBE/VOSB good faith effort (10 points); Round 3 involves demonstrations and reference checks. Contract award is anticipated for July/August 2026. Proposals must be submitted through the City's e-Procurement Portal.
