About this file

This document is a current application environment inventory table for the City of Pittsburgh's Office of Management & Budget and Department of Innovation & Performance in support of an Enterprise Resource Planning (ERP) Solution procurement. The City has catalogued 54 systems and applications across its operations, assigning each a designation indicating the City's intent: Replacement (R), Consider (C), Maintain (M), Interface (I), or Consider/Interface (C/I). Of the identified systems, the City intends to replace six applications—Alteryx, B3 Real Estate, DPW Portal, Oracle JD Edwards, Questica, and QuickBooks—while maintaining 12 systems including Hexagon, Legistar, Matrix, Monday.com, Petlogix, PowerDMS, RollKall, and Samsara. The remaining applications are designated for interfacing or consideration for replacement based on vendor capability and cost-benefit analysis.

The current application environment reflects a hybrid infrastructure consisting of 36 cloud-based systems, 12 on-premise systems, and six third-party banking and service provider platforms. Key existing systems include Ceridian Dayforce for human capital management, Oracle JD Edwards for financials, CSS systems for tax management, OnBase for document management, OpenGov for solicitations and contracts, and various department-specific platforms for permits, fleet management, and asset tracking. The City is in the process of implementing multiple systems, including CSS Real Estate Taxes (scheduled go-live 2027), Osmium for grant management, and Procore for construction management. Vendors responding to this solicitation must demonstrate experience interfacing with legacy systems and provide detailed pricing for interface solutions where the City elects to maintain existing applications rather than replace them with the selected ERP solution.

3.4 Current Application Environment

Below are tables which identify the City’s current inventory of systems and applications, along with the legend for what the City’s intent is related to each system/application.

Legend for current applications

Legend Code Description R Replacement The City intends to replace this application with the selected solution.

C Consider The City will consider replacing this application with the selected solution based on the strength of the finalist vendor’s offering and the cost/benefit of the replacement module.

M Maintain The City intends to retain the application, not replace it, through this effort.

I Interface The City intends to keep the application and interface/integrate it with the selected solution.

C/I Consider/Interface The City will consider replacing this application with the selected solution based on the strength of the finalist vendor’s offering and the cost/benefit of the replacement module. If the City maintains this application, it would require an interface to the ERP. Therefore, the vendor must provide interface experience and pricing for these applications.
