About this opportunity
Orange County, Florida is requesting proposals for engineering design services on two CDBG-DR funded infrastructure and mitigation projects—Long Lake Pump Station and Verona Park Subdivision—with sealed electronic responses due August 6, 2026 at 4:00 p.m. EST via the OpenGov e-Procurement Platform. The County anticipates awarding two separate contracts: the top-ranked firm will receive the Long Lake project with a not-to-exceed budget of $1,486,702, and the second-ranked firm will receive the Verona Park project with a not-to-exceed budget of $390,455.30.
The Long Lake scope includes replacing 1964 diesel engine-driven pumps with electric motor-driven pumps at 20,000 GPM capacity, installing a 650-kW emergency generator with 5,000-gallon fuel tank, upgrading power panels and motor control cabinets, and rehabilitating approximately 900 linear feet of force main using CompressionFit liner technology. The Verona Park scope includes construction of approximately 370 linear feet of 18-inch and 24-inch concrete pipe, installation of curb inlets and manholes, two overflow weirs along the Azalea Park Outfall Canal, a trash skimmer installation, regrading approximately 3,500 linear feet of canal, and increasing pump station outfall capacity from 4,400 gpm to 12,000 gpm.
The proposed Project Manager and Project Engineer must each be licensed Professional Engineers registered in Florida, with the Project Manager currently employed by the prime consultant. Professional liability insurance with minimum $1,000,000 coverage (deductible not exceeding $100,000) is required. Subconsultants performing five percent or more of overall work may not be substituted except in extraordinary circumstances.
Evaluation is weighted across 70 points: Similar Projects Completed by Proposed Project Manager (15 points), Similar Projects Completed by Proposed Project Engineer (10 points), Skills and Experience of Project Team (15 points), and Approach, Understanding, Scope Response (30 points). The work is subject to Davis-Bacon Act and federal compliance requirements including 2 CFR Part 200 and 24 CFR Part 570. A non-mandatory virtual pre-proposal conference is scheduled for July 14, 2026 at 2:00 p.m. via Microsoft Teams. Questions are due before the August 6 deadline. Public openings will be conducted at the next scheduled Procurement Public Meeting following submission, with virtual attendance available.
