If, due to regulatory or legislative updates, one or more of the weighted evaluation criteria identified in this solicitation cannot be applied, the minimum threshold to proceed shall be established at 60% of the maximum total weighted points (excluding bonus http://www.uscis.gov/portal/site/uscis points, in the threshold calculation only). This adjustment is intended to preserve the integrity and intended balance of the evaluation process.
36. SIMILAR PROJECTS
PROJECT MANAGER
"Similar Projects" for the proposed Project Manager for the purposes of this Request for Proposals (RFP) has been defined as:
A stormwater retrofit project in a residential area, successfully completed within the last 10 years immediately preceding the due date of proposals in response to this RFP, which modified the existing stormwater systems to a permitted higher level of service of flood control (such as but not limited to, closed drainage systems consisting of pipes and inlets; open channel systems with culverts; stormwater pump stations and connecting force main pipes).
Each of the following are mandatory elements:
a. The basin area study was at least 25 acres.
b. A minimum project construction cost of $200,000.
c. The retrofit construction must have been within or along a public right-of-way frontage or backyard public right-of-way/drainage easement.
d. The designed and constructed project drainage system was at least 300 linear feet in length.
Proposers are instructed to submit three projects that demonstrate the following elements:
1. Engineering Study: The Project Manager was in responsible charge of the project oversight/management, quality control/quality assurance, client liaison and scope development/fee negotiation of hydrologic/hydraulic computer modeling of the existing stormwater system and the conceptual improvement design including such elements as: Permitting requirements (permit type, or if applicable, permit exemption), Preliminary engineer’s estimate, Environmental impacts, and Identification of any right-of-way needs.
2. Final Design Services: The Project Manager was in responsible charge of the project oversight/management, quality control/quality assurance, client liaison and scope development/fee negotiation for the design and preparation of the construction plans, specifications, engineer’s estimate, and supporting construction documents, any right-of-way requirements, and any public information program support services.
3. Permitting Services: The Project Manager was in responsible charge of the project oversight/management, quality control/quality assurance, client liaison and scope development/fee negotiation for the permitting of the project including all applicable Water Management District (WMD) permits, and other local, state, and federal stormwater and construction permits. The PM must have successfully acquired the WMD permit or permit exemption letter and must provide the permit/exemption number. (Acquired permit exemption satisfies this element.)
4. Post Design Services: The Project Manager was in responsible charge of the project oversight/management, quality control/quality assurance, client liaison, scope development/fee negotiation of the post design services that included each of the following: Bid evaluation assistance, Pre-construction meeting attendance, Construction oversight, as-built plans, and Water Management District Permit certification. (Permit certification is not needed if project received permit exemption.)
For projects to be considered for one full point, all mandatory elements and at least three (3) additional elements must have been successfully demonstrated. In order to be considered for one-half point, all mandatory elements and at least two (2) additional elements must have been successfully demonstrated. If all mandatory elements aren’t successfully demonstrated, the similar project will receive zero points.
Projects that do not successfully demonstrate the mandatory elements and at least two (2) additional elements will receive zero points.
Projects that are NOT considered similar projects:
Roadway resurfacing, paving, milling, or rehabilitation projects where drainage improvements are incidental or limited to minor adjustments.
Traffic signal, intersection, corridor, or transportation operational improvement projects without significant stormwater conveyance or flood control design. Land development or site development projects primarily focused on private development, permitting, utilities, grading, or site infrastructure. Drainwell replacement, rehabilitation, maintenance, or retrofit projects that do not include comprehensive stormwater system analysis and design. Water quality improvement projects focused primarily on treatment, pollutant removal, nutrient reduction, or regulatory compliance without substantial stormwater conveyance, drainage, or flood control elements. Potable water, reclaimed water, force main, sanitary sewer, wastewater collection, wastewater treatment, or water treatment facility projects that do not include major stormwater management or drainage system design components.
Project relevance will be evaluated based on the extent to which the work demonstrates comparable stormwater management, drainage system design, or flood control complexity, regardless of project label or sector.
