About this opportunity

The City of Jackson, Michigan is requesting proposals for furnishing, delivering, planting, maintaining, and guaranteeing approximately 200 street trees across a minimum of 15 species for spring 2027 planting under ENG 25-04C Rebid #2, with proposals due September 30, 2026 at 10:00 a.m. The project is funded by a USDA grant, requiring Davis-Bacon Act compliance and prevailing wage standards; an addendum will be issued if wage rate modifications occur within 10 days of the response deadline.

Contractors must perform at least 50 percent of the work with their own forces and provide at least three references from governmental agencies or private firms. Bidding must include unit pricing for both 1-inch and 2-inch caliper trees across 37 specified species. Work commences no earlier than April 1, 2027, with tree planting completion required by June 18, 2027, and substantial completion and roadway approval by July 2, 2027. The contractor is responsible for one year of establishment-period maintenance at no additional cost, including watering and staking adjustments. The contract term extends through October 31, 2029, with an option for renewal for up to two additional planting seasons (Fall 2027 and Spring 2028) upon mutual agreement, each subject to a cost-of-living adjustment of up to 3 percent.

Proposals are evaluated on a 100-point weighted scale: Executive Summary and Project Management Approach (30 points), Professional Experience and Company Qualifications (30 points), Proposed Timeline (15 points), and Price Proposal (25 points). Payment is a single unit price per tree covering all furnishing, transport, and installation costs per Section 815 of the 2020 MDOT Standard Specifications for Construction. Contractors must furnish performance and labor-and-material payment bonds and provide insurance certificates within ten days of award. Miss Dig notification is required at least three full working days prior to excavation. Failure to meet the substantial completion milestone triggers liquidated damages assessed per MDOT specifications. Price proposals remain effective for 90 days from opening. Contract award is anticipated at the October 20, 2026 City Council meeting.
