About this opportunity

Portland Parks & Recreation (PP&R) Urban Forestry, City of Portland, Oregon, is requesting proposals to establish multiple Street Tree Care contracts for block-by-block street tree pruning in the public right-of-way, with an optional pre-proposal meeting on November 16, 2026 at 10:00 a.m. Pacific Time and written proposals due December 3, 2026 at 4:00 p.m. Pacific Time. The contracts are partially or fully funded by the Portland Clean Energy Benefits Fund (PCEF), which requires all workers to be paid a minimum of 180% the relevant state minimum wage ($30.24 per hour as of July 1, 2026), U.S.-made renewable energy product requirements, and workforce and contractor equity agreements. The City states it values local subcontractors, including those owned by people of color and women, but the packet does not establish a set-aside or preference program.

Proposers must hold a current Oregon Landscape Contractor license, and field supervisors must carry ISA Certified Arborist credentials. Proposers must also meet PBOT Temporary Traffic Control requirements, hold current PBOT or comparable right-of-way work permits with no unresolved compliance violations, and demonstrate 10+ years of directly relevant street tree pruning experience in public right-of-way jurisdictions. Utility line clearance work requires current IBEW Local 125 signatory status. Proposals must address equal employment opportunity practices, community involvement, and sustainable business practices.

Scope includes street tree pruning, tree removal, and stump grinding and removal, guided by Portland's Urban Forest Plan, Tree Planting Strategy, and Climate Action Plan. The City will award multiple contracts in small and large scope tiers, with each contractor receiving one contract sized to its tier. Monthly volumes are up to 400 trees for small contractors and 400–900 trees for large contractors. Work is projected to ramp from 5,000 trees in 2027 to 10,000–15,000 trees in 2028 and 20,000 trees in 2029, with a goal to serve all 15 Priority 1 neighborhoods by June 2029. Work runs Monday through Friday, 7:00 a.m. to 5:00 p.m. Pricing is per tree by size class, and invoicing follows City acceptance. The City may assess liquidated damages of $250 per day for incomplete work and $250 per debris pile per day for non-compliant debris removal, and may award a monthly quality bonus of up to 10% of work order value.

Evaluation totals 100 points: proposer capabilities (30%), project approach (15%), pricing (15%), corporate responsibility (20%), and references (10%). Phase 1 is written scoring, with potential Phase 2 interviews or demonstrations. Proposals are limited to 20 pages, excluding cover letters, pricing, insurance documentation, and civil rights data collection forms.

Questions must be submitted seven calendar days before the proposal due date to Tristan Sakamoto, Senior Procurement Specialist. The City will post the short list and Phase 2 instructions by December 30, 2026, and a Notice of Intent to Award by January 14, 2027. Proposals are submitted through the City of Portland Bid Portal (SAP Business Network Discovery).
